Novalić: Jobs in the civil service will no longer be so secure

Federal Prime Minister Fadil Novalić claims that with the new Proposal for amendments to the Law on Civil Service in the FBiH, which came before the Federal Parliament today, the Government wants to make jobs in the civil service more efficient but also more insecure for civil servants, which should ultimately lead to better productivity of the civil servants themselves, writes the Bosnian news agency Patria.

Practically, 213 civil servants in Federal institutions and 1,081 civil servants at lower levels in the FBiH will no longer enjoy the privileges they previously had, because their mandate will be limited to the mandate of the minister who appointed them.

In response to accusations from the opposition, the non-governmental sector and the international community that with the new Proposal for amendments to the Law on Civil Service in the FBiH, political parties in the FBiH want to completely take over state institutions, such as the position of the chief federal financial inspector, Novalić said that the opposition, as well as organizations from the non-governmental sector, will have 60 days from the date of adoption of the Law to submit proposals for the criteria according to which ministers will in the future select civil servants, and these criteria should prevent the possibility of abuse of the amended law on civil service.

Novalić said that reforms are being implemented in the Federation of BiH. The Government also expected to be the target of criticism from certain political parties and social groups, but there is no other way to implement the reforms.

He said that up to 80 percent of civil servants in Government institutions who currently work in various positions are usable, and that they will not need to be replaced, except that they will be moved to other positions.

Novalić reveals that the FBiH Government nevertheless plans to bring in some people to the institutions who will help implement the work program of the current FBiH Government, writes Patria.
