Novalić and the FBiH Government Adjust the Tender: For Entry into the Supervisory Board of 21 Companies, a Certificate Is No Longer Required!

The Government of the Federation of BiH, led by Prime Minister Fadil Novalić, published a public tender on July 24 for the selection and nomination of members of supervisory boards in companies with state capital, where the FBiH Government exercises authority, writes the Patria news agency.

However, after the advertisement was published, an emergency telephone session was convened (no official statement was issued) and some items of the advertisement were amended, which could result in lawsuits. Namely, as we learn, the Commission for conducting this procedure, composed of: Amra Đendušić (president), Darko Pranjić, Denijal Pelidija, Mario Glinić and Mirjana Vučić (members), informed Novalić that one provision of the decision should be deleted.

It has never happened before that a session was literally hidden from the public, but this one remained a secret. That the telephone session indeed took place was confirmed to Patria by Salko Bukvarević, the Minister for Veterans' Affairs of FBiH.

- This was done completely illegally, and it is about the fact that a new public call will soon be issued, but in which it states that a certificate of completed training in accordance with the provisions of the Regulation on the training of presidents and members of supervisory boards and management of companies with state capital is no longer required. They probably realized that those to whom positions were promised do not have such certificates – says our source.

The Commission is tasked with, upon completion of the candidate selection procedure, compiling a list of candidates who meet the required conditions and a record containing all activities and actions performed by the commission. The list of candidates and the record, along with copies of all candidate applications and submitted evidence, must be submitted to the Government of the Federation of Bosnia and Herzegovina for selection and appointment.

The decision of the FBiH Government refers to the companies JP Elektroprivreda BiH d.d. Sarajevo, JP Elektroprivreda HZ HB d.d. Mostar, BH-Gas d.o.o. Sarajevo, Operator - Terminali Federacije d.o.o. Sarajevo, Energopetrol d.d. Sarajevo, RMU Banovići d.d. Banovići, ArcelorMittal Zenica d.o.o., Aluminij d.d. Mostar, Željezara Zenica d.o.o. Zenica, KTK Visoko d.d. Visoko, Bosnalijek d.d. Sarajevo, Remontni zavod d.d. Travnik, Energoinvest Comet d.d. Sarajevo, Unis Tools d.o.o. Sarajevo, BNT Tvornica mašina i hidraulike d.d. Novi Travnik, UNIS Ginex d.d. Goražde, Pretis d.d. Vogošća, Igman d.d. Konjic, BINAS d.d. Bugojno, PS Vitezit d.o.o. Vitez, Tehničko remontni zavod Hadžići d.d. Hadžići.

Incidentally, these certificates were awarded after completed training and passing exams, which was organized by the Chamber of Commerce of the Federation of BiH (PKFBiH), in cooperation with the Federal Ministry of Energy, Mining and Industry.

That certificates are not required is also evidenced by the publication of the amended tender in the Official Gazette of FBiH dated July 29, 2015, in which this item was completely removed.
