New hires in civil service only with Council of Ministers' approval

 

The BiH Council of Ministers adopted the report of the Ministry of Finance and Treasury on the execution of the Budget of BiH Institutions and international obligations of BiH for the period January – June 2016 at today's session, it was announced from the Council of Ministers, reports the Patria News Agency.

Total realized revenues and support for financing institutions in the first half of 2016 amount to 519,651,207 KM, or 55 percent compared to the planned revenues in the Budget for this year.

In the same period, total executed expenditures of the Budget of BiH Institutions amount to 412,853,287 KM, or 43 percent compared to the adopted Budget for this year, or 34 percent compared to the adjusted budget which includes additional dedicated funds. 

Institutions of Bosnia and Herzegovina, in accordance with the Letter of Intent for the realization of the stand-by arrangement with the IMF from 2012, continued with savings on income and material costs in 2016. 

In addition, the Law on the Budget of BiH Institutions and International Obligations of BiH for 2016 froze employment in BiH institutions up to the total number of employees in accordance with the Budget Law for 2015 and the employment dynamics for 2016. Only in exceptional cases (for newly formed institutions, etc.) can new employment above the projection be approved by the BiH Council of Ministers. 

When it comes to external debt, in the period from January 1 to June 30, 2016, all due obligations on this basis were serviced regularly, in the total amount of 332,310,885.38 KM, the statement reads.
