Illegal Independent Board Attempted to "Forcefully" Appoint Lukac as FUP Director

After the PFBiH Security Commission definitively confirmed that the election of the Director of the Federal Police Administration had to be carried out according to the new Law on Internal Affairs, it is clear that the appointment of Dragan Lukac to this position was carried out "forcefully" and without good argumentation, writes the Patria news agency.

However, the legality of the work of the Independent Board itself, which is currently operating, is certainly a separate story. Namely, according to the provisions of the valid law, which came into force on October 11, 2014, it is clearly stipulated that when electing members of the Independent Board, at least two members must be female, which is not the case with the current composition led by Sead Selman. Also, the law specifies that a member of the Independent Board must not be in a conflict of interest related to work in the Federal Ministry and the Police Administration, and Selman has been in that conflict of interest from day one.

To make things clearer, the law specifies that the FBiH Parliament dismisses a member of the Independent Board if they cease to meet any of the conditions based on which they were appointed. Therefore, Selman can no longer be a member of the Independent Board, and the work of the rest of the Independent Board is certainly questionable because it is contrary to the law, as it does not have at least two female members.

It is evident that this composition of the Independent Board should not even carry out the rest of the procedure for electing the FUP Director, as it is itself illegal.

In an attempt to seek clarification, we called Selman, who kindly said he was under pressure when talking to Patria journalists.

- You have written many unfounded things, so I will remain silent this time - said Selman, not wanting to specify what unfounded information we had published.

Judging by everything, the FBiH Government will not confirm Lukac's appointment to this position, and the entire competition could be annulled and re-announced according to the new valid law. The Government session is scheduled for Thursday, and this agenda item will be on the table before the ministers.
