
The Faculty of Pharmacy in Sarajevo continues to be shaken by scandals, following the Federal Police Administration's visit last year when it was determined that the Faculty of Pharmacy owes the state seven million KM, writes the Patria news agency.
The findings of the Sector for Inspection Supervision of the Use of KS Budget Funds, which the Patria news agency managed to obtain, also prove the numerous irregularities in the operations of this faculty. On 12 typed pages, budget users Sadija Sinanović and Nadžija Alimanović gave their opinions on the complaints received regarding the faculty's operations.
Among other things, the complaint states that Dean Davorka Završnik hired 11 employees, mostly in administration, without following legal procedures. Inspectors concluded, after reviewing documentation from the KS Ministry of Education, Science and Youth, that in 2012, 96,612 KM was allocated for gross salaries for 49 employees at the Faculty of Pharmacy, and in 2013, 98,988 KM for 50 employees. Annually, 1,159,344 KM was allocated from the KS Budget for gross salaries in 2012, and 593,929 KM in the first half of 2013.
- The gross balance sheet for 2012 for this faculty shows that the gross salary cost amounts to 1,710,150 KM, which is 550,806 KM more than the budgeted funds, with the observation that the actual number of employees could not be determined. Regarding the actual number of employees in 2012, the correct number cannot be determined because, according to the statement of authorized personnel, the documentation has disappeared. However, the faculty dean confirmed that on December 31, 2012, there were 64 employees. It was indicated that at the end of 2011, there were 57 employees, and as of June 30, 2013, the Faculty of Pharmacy had 67 employees - the inspectors stated.
The report also states that Dean Završnik illegally collected 31,223 KM from April 2012, when she was elected dean.
- Regarding the calculation and payment of salary bonuses in 2012, it can be concluded that for Dean Davorka Završnik, Vice-Dean for Teaching Armin Škrba, and Coordinator for International Cooperation Miroslav Šober, the decision of the Supervisory Board on determining salary bonuses could not be accessed, nor could the monthly payment lists. However, from the review of paid salaries and deductions from employees' transaction accounts for 2012, compiled by inspectors of the FBiH Tax Administration, it is stated that Završnik was paid a net salary of 51,072 KM, Škrba 33,841 KM, and Šober 42,705 KM, which confirms that they received functional salary bonuses - the inspectors concluded.
They further explained that the Supervisory Board needs to review the decision of April 16, 2013, which approves the payment of functional salary bonuses for the positions of dean and vice-dean of the faculty.
