Unrealistic price of chip in ID card at 8 BAM, procured at a price of 1.1 euros

The Council of Ministers of Bosnia and Herzegovina was briefed on the Report of the Office for Audit of Institutions of Bosnia and Herzegovina on performance audit „Procurement of Personal Documents“ - a case study and for the implementation of recommendations from this report tasked the Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina (IDDEEA) and the Ministry of Civil Affairs with the involvement of other institutions.

The Coordinator for Public Administration Reform was tasked with informing the Council of Ministers of Bosnia and Herzegovina about the implementation of projects related to the use of electronic services in institutions of Bosnia and Herzegovina, in order to enable citizens to experience the benefits of possessing an electronic ID card.

The Audit Office made several recommendations aimed at preventing the recurrence of weaknesses observed during the procurement of personal documents and encouraging the development of e-services that can be used via the electronic ID card, so that citizens of Bosnia and Herzegovina can feel the benefits of possessing it.

According to the Report, the conduct of the negotiated procedure by IDDEEA with a single bidder called into question the transparency and cost-effectiveness of the procurement procedure for the electronic chip, whose price in ID cards of 8 BAM is not realistic given that data from the Audit Office show that they amount to nearly 1.1 euros per supplier invoice, excluding other dependent import costs. By changing the chip price by only 1 BAM, the total contract value changes by five million BAM, considering that the estimated, and later contracted, total delivery is five million pieces of ID cards.
