Negligence and a reflection of the authorities: BiH Parliament building still leaks, urgent roof repair needed

(Patria) - The building of the Parliamentary Assembly of BiH has been leaking for years, and roof repairs have never started. This morning, water penetrated the fourth floor, which also houses the Blue Hall where sessions of the House of Peoples of the PS BiH are held.

At the end of November 2025, state representative Edin Ramić (SDA) published a photo of buckets placed due to water leaking from the ceiling. Ramić stated that this is the usual situation after precipitation.

Although the need for repairs of the entire roof of the PS BiH building has been discussed for years, the work has not yet begun. Millions of funds are needed for repairs.

"In order to prevent further damage to the facility, it is necessary to take the necessary steps to prevent such damage. The pitched roof of the building is made of copper sheet metal and is damaged in places, which causes leaks and penetration of rainwater into the space under the roof. Repair of the complete roofing material with all associated flashings, snow guards, and replacement of skylights that have cracked from snow and weather conditions is necessary," according to the explanation of the proposed decision of the Service for Joint Affairs of BiH Institutions.

Replacement of ventilation, gutters, and downspouts is also needed.

This building previously had problems with air conditioning and heating, which is why a session of the Council of Ministers of BiH was once held in Mostar instead of Sarajevo, and employees sat in jackets at their workplaces during the winter period.

Dragan Čović spoke about this in November 2024, stating that this also shows the capability of the authorities.
