Our Party Warns: Introducing Mandatory Tickets for Students is Illegal

The councilor of Our Party in the Ilidža Municipal Council and Vice-President of the Youth Forum, Redžo Lemezan, warned that the proposal for students to pay a monthly/annual ticket for GRAS upon enrollment at the University of Sarajevo is not only unfair but also discriminatory and illegal.

- Let's examine the content of Minister Fišo's proposal. So, he proposes that students of one university, not all – but the public one, must pay tickets to only one carrier – meaning not within a unified ticketing system, but exclusively to GRAS. Students' rights would recognize grounds for a lawsuit and compensation claims here. 

For example, Centrotrans can file a lawsuit and establish that GRAS has been placed in a privileged position, even though Centrotrans also provides transport on public transport lines. Furthermore, why should students, for whom he has no relevant evidence – that they are indeed consumers – pay for a service? This is not a RTV tax that has some special legal framework to impose such a thing. 

This cannot and must not be a condition, and of course, it's all empty talk, because the first official the minister meets in the institutions will warn him about these 'problems'.

Minister Fišo further deals with "illegal housing," although he has already gone beyond his jurisdiction. Here, let students bring residency registrations from the places where they live, and he can't do anything to them. Imagine, he wants to attack the most vulnerable part of the student population here – students who can barely find an apartment at an affordable price to study in the capital of Bosnia and Herzegovina, and he wants to introduce inspections and instead of dealing with traffic, deal with "where someone lives and on what grounds," which is not his job.

By saying it's absurd that the ticket in the so-called 'commercial' is cheap, he proves that he doesn't understand his own job. Instead, he should have opened registers of lines, and as we proposed, linked concessions for high-profit lines to minibus lines that were shut down in the hilly parts of the city; he always found excuses for all our initiatives. What is this about? 

GRAS is doomed to bankruptcy, and although the new management has good ideas and plans, they cannot implement them without the Government and the Ministry. The Government only wants to avoid further talk and citizen complaints, so they have shifted the responsibility to Minister Fišo to address the public and invent some proposals that will never be implemented – stated the councilor of Our Party.
