Entire Bosniak Club attended the session of the House of Peoples of the BiH PA, 'Čavara's law' did not pass

(Patria) - An urgent session of the House of Peoples of the BiH PA has begun, and all delegates from the Bosniak constituent people attended the session.

Discussions on various topics have been ongoing for over an hour, with mutual accusations about why some delegates attended the session, whether they were forced, and also about the session not being convened according to the Rules of Procedure.

But the discussion on the agenda items has begun.

On the agenda is the Request of the House of Representatives of the Parliamentary Assembly of BiH for the urgent consideration of the Bill on Amendments to the Law on Financing of Institutions of Bosnia and Herzegovina. These amendments, already adopted by the House of Representatives of the BiH PA, will enable cash payment of salaries when it is not possible through a transaction account via a bank. Colloquially, this law is called "Čavara's" considering he is on the blacklist and has not received a salary since his bank account was closed.

Delegate Dženan Đonlagić stated that these amendments undermine the principle of internal payment transactions.

"It is proposed that the Ministry of Finance and Treasury provide cash to enable payment when it is not possible through a current account. If they want to legalize salary payments in envelopes again, then this is it. This legal solution contradicts some other legal solutions. The law on internal payment transactions implies payment through bank accounts. All payments, including personal income payments. We are returning the concept of 'in hand' again. Problems will arise with standing orders. If we introduce this as a practice, it will not only create an image problem, it is a step backward," said Đonlagić.

Dragan Čović also took the floor, stating that payment transaction standards should be strengthened, but that this should not be placed "in Marinko Čavara's lap".

"If it were anyone else here, I would say the same. If any of you had reached this level, do not put this in the context of a political agreement. The law came from the House of Representatives, and let's resolve this because it is our responsibility," said Čović.

Želimir Nešković, an SDS delegate, stated that SDA has been on the OFAC list since 2004, and for the past year, they have neither had their own account nor received money from the budget.

"We are all present on the political scene, I sympathize with Mr. Čavara. I certainly come from a political organization that has most felt the inability to finance institutions, and when it is due to us. A large number of my colleagues have gone through similar situations. I do not rule out the possibility of supporting this law at some point, but it is not harmonized," said Nešković.

This law did not receive support because it was supported by seven delegates (HDZ, SNSD, Cvitanović), while eight delegates voted against it, meaning there was no general majority.

On the agenda is the Bill on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (first reading), proposed by: Council of Ministers of BiH.

Delegates are also expected to consider Delegate Marina Pendeš's Request for the urgent consideration of the Bill on the Court of Bosnia and Herzegovina, as well as the Bill on Amendments to the Election Law of Bosnia and Herzegovina as an urgent procedure.

The last two items are the Proposal of the Decision on the dismissal of the Chairperson/First Deputy Chairperson/Second Deputy Chairperson of the House of Peoples of the Parliamentary Assembly of BiH, Nikola Špirić, proposed by delegates in the House of Peoples of the Parliamentary Assembly of BiH: Nenad Vuković, Želimir Nešković, Ilija Cvitanović, Zlatko Miletić and Kemal Ademović, and the Proposal of the Decision on the dismissal of the Minister of Foreign Trade and Economic Relations of BiH, Staša Košarac, and the Minister of Finance and Treasury of BiH, Srđan Amidžić, proposed by delegates in the House of Peoples of the Parliamentary Assembly of BiH: Nenad Vuković, Želimir Nešković, Ilija Cvitanović, Zlatko Miletić and Kemal Ademović.
