On this day in 1991: The Assembly of BiH adopted the Act on the Reaffirmation of Sovereignty of the Republic of BiH

On this day, 15 October 1991, the Assembly of BiH adopted the Act on the Reaffirmation of Sovereignty of the Republic of Bosnia and Herzegovina. By this act, it was decided to withdraw BiH representatives from the work of federal bodies until an agreement was reached among all the republics constituting Yugoslavia.

 Representatives of the SDA and HDZ agreed to this, while representatives of the SDS refused to act in accordance with the adopted act. At the level of the Presidency and Government of BiH, a decision was made that conscripts and reserve forces would not be sent to the JNA. At the same time, reserve units of the BiH MUP were mobilised and dispatched towards Bosanska Gradiška and Bosanska Kostajnica to prevent potential conflicts and attacks on Croatia from BiH. However, they did not succeed in their task, as they were stopped by Serbian paramilitary formations.

From mid-September to mid-November 1991, relying on municipalities where it had seized power, the SDS established so-called Serbian autonomous regions (SAO), which were independent of the central authorities in all their actions. The culmination was a referendum of the Serbian people, held on 9 and 10 November 1991, in which Serbs voted for the establishment of a so-called independent Serbian republic within the borders of BiH, with the intention of joining the remnants of the SFRY.

The Bosnian government in Sarajevo stated that it considered the referendum unconstitutional and invalid, and therefore took no further measures. In response to the SDS's moves, the HDZ BiH proclaimed the so-called Croatian Community of Posavina in Bosanski Brod on 12 November 1991, and on 18 November 1991, the so-called Croatian Community of Herceg-Bosna (HZHB) was proclaimed in Grude.
