Mioković and Martinović Dictated Which Tenders Should Be Announced: First FTV, Then the Citizens' Appeals Committee, the Independent Committee...

When last week HDZ leader Dragan Čović announced tender procedures and appointments such as the director of the Federal Police Administration and the management bodies of RTV FBiH in the coming months to journalists over coffee, at the same time a meeting was held in the Parliament of the Federation of Bosnia and Herzegovina between the chairs of both houses of the Parliament of FBiH and members of the Joint Working Group of the Commission for Selection and Appointment of both houses of the PFBiH.

This meeting was initiated by the chairs of the House of Representatives and the House of Peoples of the Parliament of FBiH, Dragan Mioković (Our Party) and Tomislav Martinović (HDZ BiH).

The meeting was held on Thursday, June 20 at 12:00 PM, and the constitutive session of this working group was scheduled for 12:30 PM. Members of this commission are Aner Žuljević (SDP), Goran Opsenica (HDZ), and Rasim Smajlović (NiP) from the House of Representatives of the PFBiH, and from the House of Peoples Milan Ševo (HDZ), Mirnes Bašić (SDA), and Kristina Petrović (SDP).
Mirnes Bašić, the only member from the opposition, did not attend this session.

Thus, members of the Working Group received tasks to initiate procedures for the election, appointment, and confirmation of members of bodies and authorities elected and confirmed by the Parliament of FBiH following a request from Mioković and Martinović.

In the letter sent to members of the Working Group, Mioković and Martinović requested the initiation of procedures for appointing the Independent Committee, which conducts the procedure for electing the director and deputy director of the FUP, the Citizens' Appeals Committee, the Management Board of the JS RTVFBiH, and the Program Council of the JS RTV FBiH.



This working group is also conducting a tender for members of the Supervisory Board of the Privatization Agency. In the previous term, this tender was canceled because there were not enough applications.

Additionally, a procedure for electing members of the Independent Committee was carried out, but the proposal did not receive the necessary majority at the session of the House of Representatives, thereby halting that procedure. The Independent Committee of the Parliament of FBiH has not existed since August 2022, when the mandate of the previous term expired.

The question that arises is whether the previous tender should be canceled and the highest-ranked members informed about it.

Regarding the Citizens' Appeals Committee, the House of Representatives on July 27, 2022 (the previous term of the house) adopted a Decision on appointing the Citizens' Appeals Committee, but the House of Peoples did not consider it. In that case as well, a decision must be made on whether to cancel that tender.

Given the complicated and lengthy procedures, the Working Group decided at its session on June 20 to first announce a tender for new members of the Management Board of RTV FBiH.

Since 2012, there have been no changes or elections of new members of the Management Board and Program Council.

The Working Group will soon hold a new session to make decisions on other necessary tenders.

The procedure for electing members of the Independent Committee could take several months, and the members must be confirmed by both houses of the Parliament of FBiH.

Therefore, the FUP will be managed by an acting director for some time until all necessary procedures are completed and the new Independent Committee conducts a tender for the election of the director and deputy director.
