Minister Šteta ordered to repeat tender, Office for Consideration of Appeals believes it was rigged

(Patria) - The BiH Office for Consideration of Appeals annulled the tender for parking meters in Sarajevo worth more than half a million KM. Due to suspicions that it was rigged, it ordered the Ministry of Transport of the KS, headed by Minister Adnan Šteta, to repeat it, Fokus learns.

Namely, the Office for Consideration of Appeals, according to the official decision, accepted certain allegations from the appeal of the potential bidder ProcesControl d.o.o. Sarajevo, especially those pointing out that the Ministry of Transport, based on the specifications, practically "drew" the manufacturer Model Siemens Sitraffic Prisma, while excluding other manufacturers of parking payment machines.

The tender, it is stated in the description, was "drawn" in terms of the design, casing, and even the color of the mentioned devices.

While the contracting authority, the Ministry of Transport, states that the appellant's claim that the mentioned manufacturer is preferred is not true, adding that the technical specifications were not taken from Siemens' website, the URŽ believes that the Ministry, in its response to the appeal, failed to address the essence of the allegations, i.e., the favoritism of this manufacturer.

The URŽ also notes that the Ministry of Transport only generally refutes the appellant's other arguments about the technical characteristics of the parking meters.

Furthermore, the URŽ also established a violation of the Law on Public Procurement when announcing this tender, with the observation that this procurement also has numerous ambiguities at the same time.
