Ministry of Health receives a qualified opinion: KM 72,219 for hospital treatment spent non-purposefully

The distribution of funds "Transfer to non-profit organizations - for the prevention of drug abuse" was not carried out in accordance with the Law on Budgets in FBiH, given that the selection of final beneficiaries of the mentioned transfer was made and contracts were concluded with them in the amount of KM 22,402, and no funds were approved for these purposes in 2013 in accordance with the aforementioned legal regulations, state the auditors of the FBiH Audit Office in their findings for the FBiH Ministry of Health.

- The distribution of funds for the current transfer to non-profit organizations - for the prevention of drug abuse must be carried out based on the criteria established in the Program of Fund Utilization adopted by the FBiH Government, and the public call must publish the criteria in accordance with it. Obligations must be undertaken against the current year's budget only for purposes and up to the amount determined in the special part of the budget, if all conditions stipulated by law and other regulations are met, in accordance with the Law on Budgets in FBiH, the auditors state.

Otherwise, the FBiH Ministry of Health received a qualified opinion, writes the Patria News Agency. Among other things, the auditors state that it cannot be confirmed that the current transfer funds in the amount of KM 72,219 for the program of Hospital Treatment of returnees from FBiH to municipalities in RS were spent purposefully in accordance with the Program of Utilization with criteria for the distribution of funds "Transfer to the Health Insurance and Reinsurance Institute of FBiH - for the vaccination process and co-financing of costs for displaced persons", as well as in accordance with the FBiH Government's Decision on exercising rights from hospital healthcare for returnees in the municipalities of Srebrenica, Bratunac, Milići, Žepa, and Vlasenica in RS in healthcare institutions in FBiH.

It was further stated that adequate supervision over the purposeful spending of current transfer funds approved by the FBiH Budget for 2012 could not be confirmed, and that appropriate accounting records of fund expenditure were not established and financial reports for development and investment projects were not prepared.
