Milićević still hasn't revoked the Rulebook on the replacement of fiscal devices

SARAJEVO, (Patria) - Minister of Finance of the Federation of Bosnia and Herzegovina Jelka Milićević (HDZ BiH), even seven days after the session of the House of Representatives of the PFBiH where she promised to revoke the Rulebook on the dynamics of replacing fiscal systems in the FBiH, has not acted according to the Parliament's conclusion nor has she revoked the Rulebook.

It was published in the Official Gazette of the Federation of Bosnia and Herzegovina on September 17, and came into force on September 25, 2021.

According to this Rulebook, business entities are obliged to replace old fiscal cash registers with new ones, which would track, as stated, individual receipts, not just daily turnover.

The plan was to replace one-third of fiscal cash registers by mid-2022, and the rest in the following two years, and the Rulebook specifies:

"The replacement of fiscal systems initially fiscalized starting from August 23, 2010, to December 31, 2013, will be carried out by June 30, 2022. The replacement of fiscal systems initially fiscalized starting from January 1, 2014, to December 31, 2017, will be carried out by June 30, 2023. The replacement of fiscal systems initially fiscalized starting from January 1, 2018, to September 1, 2021, will be carried out by June 30, 2024," it states.

The opposition sharply criticized the decision of the Minister of Finance on the replacement of fiscal devices, which will funnel huge amounts of money into the private pockets of owners of companies selling fiscal cash registers.

The Government of Sarajevo Canton also earlier requested from the federal Minister of Finance Jelka Milićević to revoke the Rulebook on the dynamics of replacing fiscal systems in the Federation of BiH.

According to estimates by the Government of the FBiH, there are about 85,000 fiscal devices in the FBiH, which means that, if the Minister's Rulebook remains in force, businesses in the FBiH will spend 60 million KM on replacing the devices.

On the other hand, to the proposal of businessmen and the opposition to carry out the digitalization of fiscalization, the Minister remained without an answer.
