Mehmedović: Nikšić, resign or abandon the agreement with Višković - you have deceived both the living and the dead

(Patria) - Nikšić caused damage of 4.5 billion marks. He should have demanded that Serbia pay the debt for the use of hydroelectric plants on the Drina before any new agreement on the construction of HPP with Serbia.

This was stated by the president of the Naprijed party and representative in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, Šemsudin Mehmedović, in reaction to the statement of the Prime Minister of the Federation of Bosnia and Herzegovina, Nermin Nikšić, that he had agreed on the Buk Bijela HPP project with the Prime Minister of Republika Srpska, Radovan Višković.

"This is a catastrophic mistake by Nermin Nikšić for which he should resign. Instead of using his position to blackmail the realization of the Buk Bijela HPP and the Middle-Upper Drina projects, he signed what Dodik asked of him.

Here, Bosnia and Herzegovina got nothing, the Serbian world got 75 percent, Serbia got 50 percent, and Bosnia and Herzegovina lost 4.5 billion marks, which is the estimated debt of Serbia to Bosnia and Herzegovina for the use of hydroelectric plants on the Drina since 1992," Mehmedović points out.

He adds: "We saw from Dodik's statements in Montenegro how important it was for Serbia to obtain these resources. Nikšić had a very comfortable position and could have blackmailed Serbia into paying its debts. He did not do that, and any normal person will ask why he did not. If Serbia had such arguments in its hands, it certainly would not have let them go easily. If this is the model of payment for EU accession, then please do not pay for the path to the EU from the pockets of BiH citizens anymore by rewarding Serbia again."

"Furthermore, it is very well known that the HPP projects on the Drina are under the mortgage of mass graves, and Nikšić did not even use that as an argument.

The initial headlines in the media (e.g., Oslobođenje) about the reached agreement stated that an agreement had been reached on the Buk Bijela HPP, which was later changed to 'projects on the Middle Drina.' Obviously, Nikšić intervened. In the media in Republika Srpska, it remained the same – the Buk Bijela HPP was agreed upon. I must remind of an important fact: The Statement on the construction of the 'Upper Drina' Hydroenergy System, signed by the authorities of the RS entity with the authorities of Serbia, is based on the provisions of the Law on Inland Navigation of the RS, which declared all rivers in that BiH entity, including the Drina, as 'inland waters of the RS.'

The Constitutional Court of BiH, in its decision U-9-19, declared this legal solution unconstitutional, clarifying that rivers represent property that can only be disposed of by the state," Mehmedović states.

Finally, Mehmedović recalls the statement of Amer Jerlagić, who said that after a certain period of use (HPP on the Drina), there should have been a division of these potentials with Bosnia and Herzegovina.

"Our estimates are that it is an amount of 4.5 billion euros, money that, at market values, was taken from these two hydroelectric plants without any agreement between two sovereign independent states. Serbia is taking that energy from Bosnia and Herzegovina. People go to prison for a bag of flour, and here, someone has been taking energy from two hydroelectric plants for twenty years," Jerlagić once said.
