Magoda annuls the allocation of 100,000 KM to MindSet and AHA Produkcija, Commission member Aida Bukva in conflict of interest

(Patria) - Minister of Culture and Sports of KS Kenan Magoda made a decision to annul part of the decision on the selection of beneficiaries of funds from the Ministry of Culture and Sports of KS for the positions of co-financing the production of feature films, short films, and the development of drama series for 2024.

The allocation of funds is annulled for beneficiaries MindSet d.o.o. in the amount of 70,000 KM for the feature documentary film “Tempi Passati”, and for AHA Produkcija d.o.o. in the amount of 30,000 KM for the feature documentary film “Sarajevo, city of miraculous unity”.

In the explanation of this decision, Minister Magoda stated that after the publication of the Decision on the selection of beneficiaries of the Ministry's funds through media reports, it was discovered that a member of the Commission for the implementation of the public call for project proposals for co-financing the production of feature films, short films, and the development of drama series from the funds of the Ministry of Culture and Sports of KS was in a conflict of interest.

“Acting in accordance with the provisions of Article 11 of the Decree on the allocation of transfers to non-profit organizations and individuals from the KS Budget and Article 12 of the Rulebook on procedures and criteria for selecting beneficiaries for co-financing the production of feature films, short films, and the development of drama series from the funds of the Ministry of Culture and Sports of KS for 2024, the Ministry of Culture and Sports of KS requested a statement on the potential conflict of interest of the Commission member with MindSet d.o.o. and AHA produkcije d.o.o. Given the positive statement from the aforementioned legal entities, the minister decided on conflict of interest management as stated in point I of this decision,” the decision reads.

As previously reported by the portal Istraga, the Commission member was actress Aida Bukva, who also hosts the podcast “Da ti kažem”. This podcast is produced by AHA Produkcija. Therefore, it is the same production company that issued a confirmation to MindSet company on November 14th of this year.

“We confirm that the company MindSet d.o.o. based in Sarajevo has successfully completed the subject of the contract for the client AHA Produkcija d.o.o.: production and production of an entertainment series titled Podcast “Da ti kažem””.

MindSet “produced and realized” the Podcast “Da ti kažem”, which clearly indicates the existence of a conflict of interest of the Commission member who selected projects that would receive funding from the Ministry of Culture and Sports of KS. The Office for the Fight against Corruption and the KS Prosecutor's Office have also opened cases regarding this matter.

Incidentally, the company MindSet was also selected to organize the Western Balkans Leaders Summit in Neum on December 4th and 5th, but after the appeal by Mita group, the tender was annulled, and the Summit was canceled. The Appeals Review Body upheld Mita's appeal, which meticulously listed the disputed aspects of MindSet's documentation.

The company MindSet is owned by Emina Memija, daughter of Gordan Memija, owner of Foto Art, who took over her father's company's employees after he was arrested in the Black Tie operation in April of this year.

However, according to the court register, the company MindSet only started operating under that name in June of this year.
