Magazinović: Allow mandate suspension, thereby abolishing dual functions

(Patria) - Member of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, Saša Magazinović, has submitted amendments to the BiH Election Law to the parliamentary procedure, which would abolish dual functions. This proposal would allow for the suspension of mandates.

"This means that a minister at any level who has won a mandate in the legislative body has the right to suspend the mandate, and the deputy becomes the next person on the list. When the ministerial mandate ends, the one who won the mandate returns to parliament.

This can be done once in the circumstances of forming a government and once during the term of office at the request of the deputy. This model is used in Croatia. I must emphasize that this law would also increase the quality of personnel," said Magazinović.

He explained that people with won mandates in parliament would accept to serve in executive power without fear.

"The situation in BiH is specific. People who have several thousand votes are reluctant to decide to become ministers, because if the government falls, they are left with nothing. I am sure that if this law were in force, the Council of Ministers would look different. A dangerous practice has emerged in our country, where governments are not formed.

This law does not solve that, but it facilitates the process. The law will go through the regular procedure, so that clubs can eventually have their proposals," said Magazinović.
