Lukač and Selman Linked to Corruption and Numerous Scandals

Sead Selman, head of the Forensic and IT Support Center of the FUP and president of the Independent Board of the FBiH Parliament, and Josip Cvitanović, head of the Administration and Logistics Support Sector of the FUP, have been illegally obtaining significant financial gains for a considerable period, writes the BiH news agency Patria.

Namely, this duo, as state officials, are appointed to the positions of Assistant Directors of the Federal Police Administration and should receive salaries based on these roles.

A report on the audit of the financial statements of the Federal Ministry of Internal Affairs – Federal Police Administration as of December 31, 2013, published in April 2014, revealed a series of irregularities in the procedures and operations of the FUP.

According to the report, Selman and Cvitanović received salaries based on a coefficient of 5.7 (which is the salary coefficient for assistant ministers), not for assistant directors of the FUP. Therefore, their salaries should have been paid according to a coefficient of 4.85, as stipulated by the Law on Salaries and Benefits in FBiH Authorities.

In this manner, the FBiH budget was damaged by more than 6,880 KM in 2013 alone.

From this, it is clear that the director of the FUP, Dragan Lukač, enabled this through negligent work and abuse of official position. Selman illegally and arbitrarily re-elected Lukač to this position, even though he is due for retirement this year, and there are documents regarding the deletion of his service record, with Josip Cvitanović as a witness.

Furthermore, Selman's appointment as head of the Forensic Center was done contrary to the Law on Civil Service in FBiH authorities, as no internal competition was announced. Instead, Lukač arbitrarily made such a decision to repay Selman for his support during Lukač's appointment as FUP director.

Accusations against Selman continue to pile up. Patria has learned that employees of the Forensic Center are forced to do private work for Selman. One example is that he ordered Elmedin Kobiljak to manage the website Krajina.ba. Selman, we remind you, was born in Krajina. When Kobiljak objected, he received various threats, and his complaint against Selman yielded no results.

The level of freedom Selman enjoys and the support from the retiree Lukač (who allowed him to be on the Independent Board of Igman from Konjic) is evident. One of the Independent Board meetings, specifically on January 8, 2015, was held in the premises of the Forensic and IT Support Center, thereby abusing his authority and FUP facilities.

Selman has never been held accountable for the abuse of an official vehicle, which he uses even after working hours and with which he has caused several traffic accidents.

Without valid travel orders and approval, Selman took the official car on December 30, 2014, and returned it only on January 5, 2015.

According to our source, the rule that requires a signed exit pass with the reason and time of departure and return to work for every exit from the Police Academy premises does not apply to Selman.

Incidentally, it is also a great mystery how Selman is the president of the Independent Board when he is a chemistry graduate, and according to the law and the stated conditions, it should be experts from the fields of legal, social, and criminal sciences, human rights, or other related areas.

From all of the above, it is clear that the Selman-Lukač duo is a well-coordinated tandem connected by various corrupt activities, but it is also evident that both have their own interests, protecting each other.
