Lukač threatens investigations against the Ministry of Finance if they do not comply with his demands

At the Police Academy of the FMUP, a real drama has been unfolding in recent months. Dissatisfied employees of the Police Academy, led by Nusret Beširević, are preparing serious actions against the director of the FUP, Dragan Lukač.

Information indicates that the embittered academy employees: Trgo Kemo, Ahmić Muhamed, Rizvan Semin, Pejović Željko, and some others are extremely angry at the obstructions coming from the Federal Police Administration, through the open sabotage of forming the list of FMUP employees who should receive a salary increase based on special working conditions and responsibilities.

Since Dragan Lukač, unlawfully, favors Šuhretu Bijelić, Josipa Cvitanović, Behiju Kršo (should it be emphasized that she is the secretary of Dragan Lukač) on that list, the Government of the FBiH has already rejected this list once, with the explanation that the criteria for forming the said list should also be submitted.

And instead of now approaching the creation of a fair list of appropriate positions from the Federal Police Administration in a lawful manner, they are again creating obstructions, thus preventing the completion of the entire process, thereby wasting the intelligence of the Police Academy employees, who are also on that list.

In the wide spectrum of possible measures they will take against those responsible from the academy, they state that they are ready to file appropriate criminal charges, initiate the issue of responsibility of all managers, and submit lawsuits before the Sarajevo court.

Whether Minister Aljoša Čampara will finally start doing his job and clearly tell Lukač: either do your job lawfully or go into retirement (which he should have taken when many other FUP police officers did), remains to be seen.

Sources from the FMUP state that employees of the Forensic Center should also be on this list, but that Lukač has also selected them, removing some from the list precisely to insert his favorites, who cannot be there on any basis!

Sources from the Police Academy state that they are ready to join forces with employees from the Forensic Center and go all the way in the fight for their rights! They say they are ready for anything. They have had enough of lawlessness, humiliation, illegality, all to their detriment.

A few months ago, SIPA suspended 17 of its inspectors due to alleged rigging in promotions to a higher rank, and the investigation into this case is being conducted by the Prosecutor's Office of BiH. Since that is the case, I ask the Prosecutor's Office of BiH to open an investigation into promotions in the FUP as well, because things there are even worse.

It is known in advance who will be accepted; only those who ingratiate themselves into every pore of Lukač's body advance, and even minutes are submitted to Lukač in electronic form, who then modifies them according to his own will and desire and returns them to the commission (usually headed by Vahidin Munjić – Putin) to publish them as their own decisions.

The unlawful director of the FUP, Dragan Lukač, will be remembered as the person who buried the FUP, but also as the person who publicly, on the bulletin board, published a decision (by name and surname!!!!) praising a covert investigator for successfully completed tasks.

Imagine the amount of stupidity and (lack of) intellect, to publicly publish the name and surname of a secret investigator on a bulletin board. Because of such a mistake, one loses their job, but our Lukač does whatever he wants.

These days, questionnaires about the „Integrity Plan“ of FUP members are circulating through the FUP. They allegedly aim to identify positions that could be subject to corrupt activities. The survey was designed by our Lukač as anonymous, but in the end, there are two questions (state your organizational unit and the name of your position???!!!) The entire FMUP is mocking such unintelligent behavior, but even such nonsense passes.

I have previously mentioned the Commission of the Federation Government for the Fight against Corruption in the Federation of BiH and publicly called for them to investigate all activities of Dragan Lukač regarding corrupt activities (This can be directly linked to my „Integrity Plan“). Now I publicly call on them to tell the public whether they have carried out these checks and what data they have obtained. I am at their disposal for all information and necessary documentation. I publicly ask the Parliament of FBiH: Who now (for the last several months since the technical mandate of 90 days for the old Independent Board expired) controls the work of the Federal Police Administration and the FMUP?

At the same time, I remind the same Parliament that since the adoption of the current Law on Internal Affairs of the FBiH (which is almost two years ago!!!?), the Citizens' Complaints Office has not been formed, which should, among other things, control the work of the FUP Professional Standards Unit. How is that possible? Then isn't the work of the Professional Standards Unit also unlawful?

If their work is unlawful, then all their decisions are unlawful! Who will be responsible for that damage and disgrace? I cannot shake the impression that you, dear fellow parliamentarians, have deliberately led to this state of lawlessness and lack of control! After all, Dragan Lukač was not accidentally chosen as the unlawful director of the FUP!

On this occasion, I wish to inform the public that the FUP is the only budgetary institution that has not collected receivables based on final court judgments, and it is the largest one.

Costs continue to increase, thanks to the expert of political power brokers, Dragan Lukač, who in his submissions to the Ministry of Finance threatens that he will open an investigation against them and that they must do as he writes.
