Lukač Rewarded Loyal and Violent: Selman, Mijanović and Numanović Received Pistol and Watches

In the Federation of Bosnia and Herzegovina, Police Day was marked yesterday, and at the ceremonial session of the Collegium of the Federal Minister of Interior and the Director of the Federal Police Administration, appropriate awards were presented to employees of the Federal Ministry of Interior and the Federal Police Administration for personal engagement and successful work results, reports the Patria news agency.

This opportunity was used by Dragan Lukač, Director of the FPA, who came to this position by a decision of the Municipal Court in Sarajevo, and rewarded his loyalists and people devoted to him.

Thus, Lukač, in agreement with Aljoša Čampara, Minister of Interior of the FBiH, decided to reward, among others, Vehbo Numanović and Sead Selman with watches, while Slaviša Mijanović received a pistol.

But who are the real recipients of the recognitions and awards? 

Our source from the FPA reveals that these are suitable cadres, deserving because Lukač is, after all, the new/old director. The biggest role in this is played by Sead Selman, Chairman of the Independent Board of the PFBiH.

The Independent Board of the PFBiH, headed by Sead Selman, proposed Dragan Lukač twice for the position of Director of the Federal Police Administration. Selman, who is Lukač's loyalist and debtor because Lukač saved him from criminal liability for stolen official cars and traffic accidents he caused while driving drunk, and ultimately rewarded him by appointing him as head of forensics in the FPA, did not pay attention to any mistake Lukač made even before his first appointment as director.

Selman did not meet the conditions for membership in the Independent Board when he was appointed because he is a chemist, and the Law on Internal Affairs clearly specifies that only a prominent expert in the fields of legal, social, criminal sciences, human rights, or other related fields can be a member of the IB.

However, Selman, known as a loyalist, was pushed into the Independent Board contrary to the Law, and he continued to work in that style, directly following Lukač's orders.

Now Lukač has rewarded his loyalty with a watch, but as Patria learns, the Parliament of FBiH will not stop here. Various commissions, which have the authority to monitor the legality of the work of police agencies, have already spoken out before, and soon Selman's removal from the head of the IB could be initiated, because the new Law on Internal Affairs states that Selman is in a conflict of interest.

The recognition for Selman was expected by most members of the FPA, but the pistol received by inspector Slaviša Mijanović stunned them.

Mijanović is, namely, suspected of physically attacking and seriously injuring 23-year-old student Mehmed Mešanović on February 21, 2015, on a ski slope on Bjelašnica.

Mijanović beat Mešanović in the stomach with ski boots on the Kolijevka slope in Babin dol on Bjelašnica, after which the 23-year-old had to be operated on at the KCUS, where his gallbladder was removed and his liver was sutured.

The FPA previously stated that after the completion of the internal investigation, they would also make a decision on initiating disciplinary proceedings against the police officer, but now Lukač has given him a pistol for special contribution.

- If the contribution to the FPA is the fact that he beat up a young man, then I am not sure what case we are talking about – our interlocutor tells us.

Incidentally, the investigation of this case also involves the Prosecutor's Office of Sarajevo Canton. 

The third awardee, Vehbo Numanović, an inspector in the FPA, came to media attention after it was discovered that he tried to compromise prosecutors Sanjin Bogunić and Oleg Čavka and the top of the SDP, and allegedly everything was related to the case of Zijad Turković, sentenced to 40 years in prison.

Reacting to the content of the official note signed by Federal Police Administration member Vehbo Numanović, in which certain prosecutors and SDP officials were accused of conspiracy against FPA Director Dragan Lukač, the then vice-president of this party, Damir Hadžić, stated that everything written in the note was completely fabricated, „from the meetings and any kind of agreement among the people placed in the context of this whole story".
