Lagumdžija changes decision twice in seven days: Prosecutors Čampara and Pašić most likely candidates for Kajganić's deputies

(Patria) - Four days before interviews with candidates for two positions of deputy chief state prosecutor begin, the president of the High Judicial and Prosecutorial Council of BiH, Halil Lagumdžija, has changed the composition of the Commission that is supposed to conduct the interviews. The reason, as Istraga learns, is to remove prosecutors Enisa Adrović and Bojana Jolović from the race for deputy chief state prosecutors, and to appoint Džermin Pašić and Dubravko Čampara to the deputy positions.

To clarify at the outset – after a public call for any position in the judiciary, a sub-commission is formed. If the positions are in the Court of BiH and the Prosecutor's Office of BiH, a state sub-commission is formed. The same principle applies to entity judiciaries, where an entity sub-commission is formed.

Since deputy chief state prosecutors are being selected in this case, the state sub-commission should conduct the interviews and compile a ranking list of candidates, which is then submitted to the HJPC. This sub-commission previously included Halil Lagumdžija, president of the HJPC and representative of the Court of BiH, Biljana Simeunović, representative of the Prosecutor's Office of BiH, Snježana Petković, representative of the Republican Prosecutor's Office of RS, Srđan Forca, representative of the District Court Banja Luka, Mustafa Šabić, representative of the Supreme Court of FBiH, Saša Sarajlić, representative of the Federal Prosecutor's Office, and Aleksandra Obradović, representative of the judiciary of Brčko District.

Since Halil Lagumdžija and his friend Admir Suljagić, director of the HJPC Secretariat, do not have control over certain members of the HJPC, the HJPC president, on March 21, made a decision on “appointing a sub-commission for proposing candidates for judicial and prosecutorial positions at the BiH level”. With his decision, Lagumdžija removed the representative of the Prosecutor's Office of BiH, Biljana Simeunović, from the sub-commission, and appointed Željka Fabić, representative of the District Prosecutor's Office Banja Luka, in her place.

Thus, out of a total of seven positions in the sub-commission, Lagumdžija gives three positions to the judiciary of Republika Srpska, two to the Federation, and only one position to the state judiciary – that is, to himself. Lagumdžija was not satisfied with this distribution either, because Mustafa Šabić and Aleksandra Obradović remained in the sub-commission, who, according to Istraga's information, do not blindly follow Admir Suljagić and the HJPC president. That is why, only seven days after “appointing the sub-commission”, Lagumdžija made a new decision, shortening the list of appointees. He removed Aleksandra Obradović (Brčko District) and Mustafa Šabić (Federation of BiH) from the sub-commission.

Therefore, out of a total of five members of the sub-commission for the election of two deputy chief state prosecutors, three are from Republika Srpska, one from the Federation, and one from the state judiciary.

The reason for these sudden changes in the sub-commission is that Lagumdžija and Suljagić are trying to install Džermin Pašić (from the Bosniak constituent people) and Dubravko Čampara (from the Others constituent people) in the two positions of deputy chief state prosecutor. At the same time, the goal is, through the sub-commission, to eliminate all their opponents, including state prosecutor Enisa Adrović, who filed an indictment in the Bosnalijek case. Let's recall, at the beginning of the Bosnalijek affair, the accused Nedim Uzunović and Bosnalijek were represented by the law firm founded by Maida Čampara and Mirsad Crnovršanin, the wife and former associate of state prosecutor Dubravko Čampara, respectively.

According to Istraga's information, after securing the deputy positions, Čampara and Pašić will do everything to remove Milanko Kajganić from the position of chief prosecutor of the Prosecutor's Office of BiH, and for one of them to take over the leadership of the State Prosecutor's Office.

Let's recall, the former head of the Serbian BIA, Aleksandar Vulin, on several occasions, and especially when appearing on BN television, praised state prosecutor Dubravko Čampara, who distinguished himself in cooperation with the Serbian judiciary.
