Circle 99 wrote to the diplomatic corps in BiH: The consociational model is inapplicable to BiH, it would lead to the dissolution of the state

(Patria) - On the occasion of the upcoming conference in Ireland on October 8, 2025, and the Summit in London on October 22, 2025, which will be attended by those who impose the consociational/federal model on Bosnia and Herzegovina, Circle 99 has sent a letter and a summary of the discussion on this topic, in English, to the diplomatic corps in BiH, as well as to numerous addresses worldwide to provide an early warning of possible consequences.

"We are writing to you to outline the dangers and implications of the consociational model if it were to be applied to Bosnia and Herzegovina. Especially in the context of the upcoming high-level conference of 15 states in Ireland on October 8, 2025, as well as the Summit in London on October 22, which will be attended by those who persistently impose this model within Bosnia and Herzegovina itself, through their political collaborators.

Circle 99 is an association of independent intellectuals based in Sarajevo. We are a civil society organization not affiliated with any political party or ideology. Our commitment is to foster the values of civil society and liberal democracy, and to support Bosnia and Herzegovina's progress towards these values. We believe that only a modern Constitution, free from ethnic or other divisions, can enable Bosnia and Herzegovina to become a full member state of the EU and successfully integrate into NATO.

The Dayton Peace Agreement was signed as a peace agreement that stopped the armed aggression of Serbia and Croatia against our country. However, the Agreement could never be considered suitable for organizing the country into a normal and functional state. Instead, it has made our country dysfunctional and allowed parts of it to remain in apartheid. Thirty years later, it is high time to move away from the Dayton political arrangement and enable Bosnia and Herzegovina to become a modern liberal-democratic country.

We believe that the citizen, not the ethnic group, should be at the heart of this country, and that there should be the rule of law that ensures equality and justice for all. Given that ideas about the consociational model as a possible 'solution' for Bosnia and Herzegovina are being heard more and more loudly, we are attaching our document regarding the consociational model. Such a model would not only prevent our country's membership in the EU and NATO, but would lead to the dissolution of the state and cause instability not only in the region but also in Europe itself. It would encourage the same processes in other countries to which the same model could be applied.

At a time when stability and peace are more valuable than ever, and their preservation is Europe's top priority, efforts must be made towards a stable, unified, and indivisible Bosnia and Herzegovina, and a civic order. Only such a Bosnia and Herzegovina can ensure lasting stability in the region and beyond.

We wish to invite you to consider our document, which presents the possible or almost certain dangers and implications of the consociation model, and the weight of responsibility that would be borne by those who would apply this model to Bosnia and Herzegovina. We greatly appreciate your attention and assistance, and we invite you to advocate for a unified, indivisible, and civic Bosnia and Herzegovina, as you will thereby be advocating for lasting peace in the region and beyond," states the letter signed by Adil Kulenović, President of Circle 99.
