Krivić wrote to Mandić: Stop the parallel activities of the KCUS Crisis Staff

(Patria) - Acting Prime Minister of Sarajevo Canton Anis Krivić sent a letter today to Vjekoslav Mandić, Minister of Health of the Federation of BiH, inviting him to stop the "extra-systemic activities of the KCUS Crisis Staff", and emphasizes that some conclusions of the Crisis Staff of the institution headed by Dr. Sebija Izetbegović are contrary to the orders of the Federal Ministry!

– We are addressing you for a specific reason, and that is the issue of the letter we received from the Crisis Staff of the University Clinical Center Sarajevo yesterday, 10/30/2020, via email around 5:10 PM, addressed to the Prime Ministers of the Federation and Sarajevo Canton, you, the Ministry of Health of Sarajevo Canton, the Crisis Staff of the Federation of BiH, and the Crisis Staff of Sarajevo Canton. The reason for our address is a request for instructions and interpretation regarding the conclusions of the KCUS Crisis Staff. The fact is that some of the conclusions are in complete contradiction with your orders from the beginning of this week, regarding the engagement and activation of an additional 30% of hospital capacities for the treatment of Covid-19, but also with the conclusions and decisions of the joint session of the Government of Sarajevo Canton and the Crisis Staff of the Ministry of Health of Sarajevo Canton held last Friday and Saturday, which we promptly submitted to you – Krivić wrote.

He further added that "although the deadline of 72 hours, which you set with your order for implementation and reporting on its execution, has already expired, as well as the deadlines from the order of the cantonal Crisis Staff and the Government of Sarajevo Canton, we have not yet received information on whether it has been respected at KCUS."

– The conclusions of the Government of Sarajevo Canton requested the Federal Inspectorate to carry out a control of its implementation at KCUS, and we were informed by the Director of the Federal Administration for Inspection Affairs that the inspection will be carried out on Monday or Tuesday next week. The Cantonal Inspectorate carried out the control of the mentioned orders and conclusions at the General Hospital yesterday during the day and informed us about the activities carried out – he stated.

He reminded Mandić in the letter that in accordance with Article 187 of the Law on Health Protection of FBiH, in situations where a state of natural or other disaster has not been declared, crisis staffs of the federal ministry or cantonal ministry are formed to manage and coordinate the work of health institutions and private healthcare providers, and they are competent to act until the declaration of a natural or other disaster, when the role of managing protection and rescue operations in the territory of the Federation, or the area of the canton, is taken over by the federal or cantonal civil protection staff.

The organization and jurisdiction regarding these issues are further regulated by the Rulebook on the organization and manner of work of the Crisis Staff of the Federal Ministry of Health.

– In such an established system, the organization and structure function in a way that all members, including representatives of the Crisis Staff of the University Clinical Center Sarajevo, present their professional opinions and proposals within the established crisis staffs! Since some of the conclusions of the Crisis Staff of the University Clinical Center Sarajevo are contrary to yours, as well as to the orders of the Crisis Staff of Sarajevo Canton, we ask you to react urgently and stop such individual and extra-systemic activities of the KCUS Crisis Staff and to promptly inform us about any binding instructions and orders, in accordance with the regulations cited above, about the nature of the conclusions of the KCUS Crisis Staff – Krivić urged.

Until then, as he stated, "we want to inform you that we will continue to act exclusively according to the orders and conclusions of the crisis staffs of the Federation of BiH and Sarajevo Canton in accordance with the valid regulations and do everything to put every segment of healthcare functioning in such complex circumstances into operation for the protection of the lives and health of the citizens of Sarajevo Canton."

– We ask you to use your authority, with the aim of improving the healthcare system in the Federation of BiH, and thus in Sarajevo Canton, to immediately stop such and similar parallel actions with special orders, because more than ever we need a unified healthcare system in the Federation of BiH and the entire BiH based on clearly defined obligations and responsibilities – emphasized the acting cantonal prime minister, reports Avaz.
