Consortium Logistika Adopts Conclusions and Sends Them to BiH Authorities: Fulfill the 16 Measures We Requested Without Further Delay

(Patria) - The Consortium Logistika of Bosnia and Herzegovina, as a representative and unified platform of domestic road carriers and logistics operators from the entire territory of Bosnia and Herzegovina, acting upon the unanimous decision of the PLENUM, has made decisions and conclusions and a set of demands to the authorities in Bosnia and Herzegovina.

I. RIGHT TO WORK – CENTRAL AND UNDISPUTED POSITION

1. The right to work of professional drivers and domestic road carriers of Bosnia and Herzegovina represents a fundamental human, economic, and market right and is in the first, highest, and undisputed position of all PLENUM demands.

2. Professional drivers of Bosnia and Herzegovina: are not tourists, are not illegal migrants, are not a security threat, but workers with contracts, licenses, and professional responsibilities, who respect domestic and international regulations and form the backbone of the supply chains of Bosnia and Herzegovina and the region.

3. The PLENUM demands that the institutions of Bosnia and Herzegovina, in full regional coordination with the Western Balkan countries, without delay and without relativization, continue joint institutional action towards: the European Commission in Brussels, the member states of the European Union, the competent border, labor, and migration authorities of the EU, with a clear and sole objective: the unambiguous recognition of the right to work for professional drivers from Bosnia and Herzegovina in the European Union market.

4. We specifically demand joint and responsible action from: the Ministry of Communications and Transport of BiH, the Ministry of Security of BiH, the Ministry of Foreign Affairs of BiH, the Council of Ministers of BiH, without shifting responsibilities and without further wasting time.

The PLENUM clearly states: the term "concern" is no longer acceptable, the term "monitoring the situation" is no longer acceptable. We demand a clear answer: YES – you have the right to work, or NO – you do not have the right to work.

The PLENUM notes that in the last five months, a large number of promised, announced, and partially agreed-upon measures have not been implemented, and calls on institutions to immediately act on the following: RELIEF OF BUSINESS OPERATIONS FOR ROAD CARRIERS – 16 POINTS – DEMAND TO THE GOVERNMENTS OF FBiH AND RS

THE CONSORTIUM LOGISTIKA OF BOSNIA AND HERZEGOVINA, based on the decision of the PLENUM, exclusively demands the implementation of measures that have already been subject to agreement, announcement, or accepted principles, and which have not been realized to date.

1. A discount of at least 50% on tolls/highways – uniform application in FBiH and RS.

2. Refund of part of fuel excise taxes – following the example of EU countries, without new studies and delays.

3. Uniform and coordinated work of inspections in FBiH throughout the territory of BiH.

4. Functional coordination of all border inspections – customs, veterinary, sanitary, phytosanitary.

5. Reduction of vehicle waiting times at borders by at least 50%.

6. Abolition or drastic reduction of parafiscal charges – fees, as promised by the Governments of FBiH and RS.

7. Limitation of the registration fee for semi-trailers – a maximum of 150 KM.

8. Abolition of monopolies, education, and certificates, and other technical confirmations.

9. Harmonization of prices for technical and related services.

10. Abolition or reduction of costs, as promised by MKT.

11. Accelerated implementation of UINO rules to reduce delays.

12. Uniform application of customs procedures S.

13. Possibility of flexible operational work (semi-trailers, replacements, registrations).

14. Harmonization of regulations for drivers to start working at 18 years of age, and other changes to legal frameworks.

15. Formal recognition of road transport as an export service – with all fiscal and tax effects.

16. Adoption of the demands from the 20 points of the UO UINO BiH.

We are not asking for new measures. We are not asking for privileges. We are asking for the implementation of what you have already accepted as an obligation. Any further delay: directly endangers domestic carriers, creates unfair competition, and leads to the collapse of the sector. Responsibility for the non-implementation of these 16 points will be publicly named.

The PLENUM notes that the protests of domestic carriers have not been officially registered with the European Commission, nor has institutional communication been carried out with EU member states from which professional drivers have been deported.

We particularly emphasize that Bosnia and Herzegovina has acquired the largest part of its transport and logistics infrastructure from EU countries, the European Union is BiH's largest foreign trade partner, BiH road transport is not a deficit activity, but a key driver of commodity exchange. If the EU benefits from our market, labor, and infrastructure – domestic carriers have the right to work.

The PLENUM hereby formally confirms itself as the unified negotiating platform of the sector, composed of 45 regional and sectoral coordinators. These coordinators have full mandate to: conduct institutional and regional dialogue, communicate with institutions of BiH, the region, and the EU, monitor the realization of promised measures, document non-fulfillment of obligations, propose further protest and operational steps.

From the date of this Decision, the PLENUM expects: the fulfillment of all promises made in the last five months, clear deadlines, responsible names, measurable results. New announcements without implementation will no longer be accepted.

The PLENUM unanimously confirms: the protest has not been suspended, the protest continues until the demands are fully met, and all previously announced activities remain in effect. This is not a protest against the state.

This is a protest for the right to work, the survival of the domestic economy, and the economic sovereignty of Bosnia and Herzegovina. Responsibility for not fulfilling the demands will be public, named, and documented.
