(Patria) - The Logistics Consortium of Bosnia and Herzegovina informs the public that starting at 06:00 on September 1, 2025, the "PROTEST UNTIL DEMANDS ARE MET" will begin.
1. DEMANDS KNOWN TO THE PUBLIC AND AUTHORITIES
- Elimination of discrimination against drivers in the EU – respect for the AETR agreement.
- Fulfillment of MKT BiH promises – amendments to regulations within its jurisdiction.
- Financial relief for carriers – refund of 50% excise tax, 50% discount on tolls, and service exporter status.
- Acceleration of border crossings, inspection, and customs procedures – elimination of multi-hour waiting.
2. SECTOR SUPPORT
Our demands are officially supported by:
- The Management Board of the Association of Carriers at the Foreign Trade Chamber of BiH,
- The Association of Road Carriers of Republika Srpska,
- The Association of Carriers of the Federation of Bosnia and Herzegovina.
This confirms that the protests are not an individual initiative, but a unified voice of the entire sector.
3. PROTEST INSTRUCTIONS
The protest begins on September 1, 2025, at 06:00 throughout Bosnia and Herzegovina. PLENUM coordinators in each local community are obliged to contact police administrations, mayors, and city managers to ensure order and safety. During the protest, our supply chains will be suspended, from local communities to border crossings.
Rules of conduct
Strictly adhere to all police orders and cooperate with law enforcement agencies. Any provocation and independent action is strictly prohibited. PLENUM coordinators determine the dynamics and intensity of the protest – all participants are obliged to follow their instructions.
The protest must be conducted with discipline, order, and selectivity – without individual arbitrariness. State borders are inviolable – any individual arbitrariness that could endanger the order or international reputation of BiH is strictly prohibited. Avoid conflicts – our protest is dignified and aimed at achieving rights, not at conflicts. Coordinators are flexible and prudent in their assessments and decision-making.
4. UNITY AND DETERMINATION
In this protest, there are no small or big – all carriers are equal and united in a common struggle. We employ 47,000 people and their families in BiH – we are the lifeblood of the economy.
For twenty years, the bureaucracy has underestimated, humiliated, and blackmailed us. Now we say: Enough is enough! Our protest is the only way for our demands to truly begin to be addressed.
5. CALL FOR DIALOGUE
We call on the Commissions of the BiH Parliament (for economic affairs, foreign policy, transport, customs, and VAT) to respond to the invitation to consider our demands starting September 1, 2025.
We call on the Ministry of Communications and Transport of BiH to start addressing the issues of amendments to regulations within its jurisdiction today. We call on the entity governments to actively participate.
We call on the Veterinary Administration, inspection bodies, and the Indirect Taxation Authority of BiH to jointly coordinate to streamline procedures, accelerate flow, and reduce waiting times at borders.
We are for dialogue and discussion, but with the fulfillment of our demands and the conclusion of final agreements on their implementation.
6. MESSAGE TO THE PUBLIC
We inform the citizens of Bosnia and Herzegovina: We are not creating any blockades. Our protests are directed exclusively at our supply chains. Citizens will not be blocked, borders will remain open, and passenger traffic will proceed without delays.
