Konaković Chairman of the Commission for Monitoring the Implementation of the Higher Education Law of Sarajevo Canton

Following the adoption of the Law on Higher Education of Sarajevo Canton, whose implementation began with its publication in the Official Gazette of Sarajevo Canton, the Government of Sarajevo Canton established on July 31, 2017, the Commission for Monitoring the Implementation of the Law. This decision was published in the Official Gazette of Sarajevo Canton, reports the Patria agency.

The Chairman of the Commission is the Prime Minister of Sarajevo Canton, Elmedin Konaković, the Deputy Chairman is the Minister of Education, Elvir Kazazović, and the members are the Minister of Finance, Jasmin Halebić, the Minister of Justice and Administration, Mario Nenadić, the Ombudsman of Sarajevo Canton, Kemal Karić, the Rector of the University of Sarajevo, Rifat Škrijelj, the Vice-Rector for Finance of the University of Sarajevo, Željko Šain, the Assistant Minister for Higher Education, Sifet Kukuruz, the Assistant Minister for Planning, Analysis and Statistics, Sadeta Selimović, and the Secretary General of the University of Sarajevo, Suvad Konaković.

The Commission has not yet started its work, and it is expected that the first meeting will be held at the end of September.

The task of the Commission is to monitor the implementation of the Law and the enforcement of legal provisions prescribing the obligation to harmonize the status of the University of Sarajevo, faculties, academies, and scientific research institutes with the Framework Law on Higher Education in Bosnia and Herzegovina, as well as the introduction of the University of Sarajevo into the treasury system.

The Commission will propose measures and activities for the successful implementation of the Law on Higher Education. The mandate of the Commission will last until the Government of Sarajevo Canton confirms its termination.

Given that the composition of the Governing Board of the University of Sarajevo has changed according to this Law, a call for applications is expected soon to implement the law. Incidentally, the mandate of the current members of the Governing Board, whose legality has been questionable from the very beginning, expires in December.

The Governing Board will consist of six members from the academic community, four representatives of the Government of Sarajevo Canton, and one student, with the Chairman of the Governing Board being from among the founders' representatives.

As previously announced by the Senate of the University of Sarajevo, amendments and supplements to the law will be necessary, and Prime Minister Konaković is also aware of this. However, for now, neither side is revealing more information until the Commission begins its part of the work.

The basic intention of the University of Sarajevo and Rector Rifat Škrijelj is to protect autonomy and stop political violence against the academic community.
