At the end of December 2015, the Ministry of Education, Science and Youth of Sarajevo Canton announced a tender for the selection of the director of JU Primary School Hadžići in Hadžići, which is still not registered and for which technical acceptance has not been completed!
Only the current director of Primary School “6. mart“ Hadžići, Đenana Alispahić, whose term in this school is expiring, applied for the tender approved by Sarajevo Canton Prime Minister Elmedin Konaković, and published on December 30, 2015.
It is true that Primary School 6. mart operates at full capacity and has over 1,200 students, which is why a new school was built, but it is still not ready for occupancy.
This school is not listed in the register of primary schools published on the website of the Ministry of Education of Sarajevo Canton, raising the question of who allowed the selection of a director, scheduled for January 20, and why.
The fact that an invitation to parents of students who will attend Primary School Hadžići to participate in the voting for the director was published on the website of Primary School 6. mart, and that the election will be held at Primary School "6. mart" Hadžići, illustrates the legal absurdity of this situation.
Facsimile of the invitation to parents for the director election
As the Patria agency has learned, Director Alispahić is certifying documents with the seal of Primary School “6. mart“ and has literally created a branch that she now wants to take over. Incidentally, according to some plans, this school was supposed to start operating in September 2015, but the building and equipping were not yet completed. There is still no official information about the start of classes in the newly built Hadžići school, and there are just over ten days left until the beginning of the second semester.
Back in September 2015, Alispahić divided the teaching staff and students into two shifts. Students were divided based on their place of residence, i.e., territorial affiliation, to one or the other school. Teachers were divided based on the director's personal preference (mostly younger staff were assigned to the new school, for whom she signed employment decisions). Thus, Alispahić has been preparing the ground for months to move to another school where she will continue to be the director, and as planned, students were supposed to start attending the new school from February (second semester of 2015/2016).
According to Patria's sources, according to the law, a new school starts operating with the new school year, i.e., in September 2017, except in cases of extraordinary circumstances.
- In this case, the extraordinary circumstances are the expiration of Director Alispahić's term, and she is in a hurry to secure a new term in a new school that does not actually exist – claim well-informed sources.
As Patria has learned, the relevant minister, Elvir Kazazović, is also well aware of the entire situation, having “approved“ such a scenario for Đenana Alispahić back in the summer of 2015.
Muhamed Čović, an employee of Primary School “6.mart“, is supposed to take her place, which would mean two directors for the same school.
