
(Patria) - The Central Election Commission today assigned a substitute mandate in the House of Representatives of the FBiH Parliament after Antonio Sesar (HDZ BiH) resigned last week for personal and health reasons.
The CEC determined the termination of Sesar's mandate, and the substitute mandate was assigned to Goran Opsenica. Opsenica is the Minister of Health, Labour, and Social Welfare in the HNK Government. Negotiations for the new HNK Government are still ongoing, so Opsenica is expected to decide tomorrow whether to accept the mandate of a federal representative. The President of HDZ BiH, Dragan Čović, has repeatedly announced that HDZ has new young people ready for ministerial positions in the HNK Government.
CEC member Vlado Rogić stated that the procedure for previously assigned mandates in terms of issuing certificates has not yet been completed.
“At today's Collegium, we concluded that these representatives who have resigned will come together with those who are taking over mandates at the CEC, and in this way, we will resolve the previous two mandates. By coming to the CEC and waiving the right to appeal, we can expedite the replacement of mandates so that it does not take 20-25 days, allowing bodies to make valid decisions, and in this regard, the CEC will complete the work for these three, or a total of six mandates,” Rogić said.
Precisely because of this situation with resignations and substitute mandates of representatives from the current parliamentary majority, the session of the House of Representatives of PFBiH was not held last week, and also due to the lack of agreement on the election of a judge of the Constitutional Court of BiH. HDZ did not want to risk their candidate Marin Vukoja not receiving enough votes, so the session was cancelled.
Although the Speaker of the House, Mirjana Marinković-Lepić, tried to blame the CEC, the sessions they held and the mandates they assigned show that the problem lies in the larger number of resignations by parliamentarians due to appointments to other positions or for private reasons, and in the non-collection of mail addressed to parliamentarians.
In the case of assigning a substitute mandate from the Our Party list, even though the next candidate did not accept the mandate, the CEC has already completed the mandate assignment procedure, and the candidate has collected the mail.
