Collegium rejected ten initiatives by Mehmedović to be placed on the agenda, he requested that the House of Representatives rule on Čavara's work!

(Patria) - After the Collegium of the House of Representatives of the BiH Parliamentary Assembly did not include any of the ten initiatives by state representative Šemsudin Mehmedović on the agenda of the next session of this House, which will be held on September 11, he sent a letter to the House of Representatives of the BiH Parliamentary Assembly and to all representatives.

The initiatives concerned the ethnic structure of employees in BiH institutions, the appointment of managers in accordance with the BiH Constitution, transparency in the work of the BiH Council of Ministers, as well as the status of Darko Ćulum in SIPA. Mehmedović was informed that the said initiatives were considered at the Collegium session and that the Collegium did not reach a consensus that the initiatives in question are in compliance with Article 20, points d) and j) of the Rules of Procedure, meaning that the Collegium did not designate the competent Commissions to consider these initiatives and that the initiatives will not be included in the agenda of the 31st session of the House of Representatives.

Mehmedović had previously addressed the Collegium, emphasizing that each of the 10 initiatives should have been a separate agenda item and that a competent commission must be designated for each initiative.

“It is obvious that the Collegium, primarily the Chairman Marinko Čavara, grossly violated the Rules of Procedure, especially considering the fact that Chairman Marinko Čavara in his letter referred to the provisions of the Rules of Procedure from Article 20, point d) 'consideration of initiatives and proposals submitted to the House regarding their compliance with these Rules of Procedure' and point j) of the same article 'deciding on the interpretation of the Rules of Procedure, until the matter is regulated by the House'.

I ask the question, where does Marinko Čavara get the right to claim without any explanation that the initiatives are not in compliance with the Rules of Procedure, and on what basis does the Collegium take the right to interpret the Rules of Procedure regarding my 10 initiatives, since they were submitted in accordance with the Rules of Procedure? It would be interesting if Marinko Čavara stated what interpretation the Collegium adopted and what is controversial in the initiatives, because absolutely nothing is stated in the letter, so that I could find out what can even be interpreted when it comes to the initiatives of one representative,” Mehmedović states in the letter.

He reminds that all his initiatives point to serious violations of the Constitution and laws of Bosnia and Herzegovina and that, in accordance with the Rules of Procedure, the initiatives must be considered at the competent commission session, which is obliged to give an opinion on each proposed initiative, and that the opinion and initiative must be considered by the House.

“No matter how much Marinko Čavara dislikes it, the House of Representatives will discuss the brutal discrimination of Bosniaks in the institutions of Bosnia and Herzegovina, the Ćulum case, and the non-transparent work of the Council of Ministers. Marinko Čavara has no authority to determine what the House of Representatives will discuss, regardless of the fact that he is impressed by the obstructions of Dragan Čović and Nikola Špirić, who have been grossly violating the Rules of Procedure of the House of Peoples for 10 months and have brought that House to a situation where it only discusses matters agreed upon by Špirić and Čović.

Due to all the above, it is indisputable that Marinko Čavara grossly violated the provisions of the Rules of Procedure, namely Article 1, Article 20 point e) and Article 70 paragraphs 1 and 2, and based on Article 71 of the Rules of Procedure of the House of Representatives, I propose that a new agenda item be included in the agenda of the 31st session of the House of Representatives of the Parliamentary Assembly of BiH: 'Work of Marinko Čavara, Chairman of the House of Representatives - gross violation of the Rules of Procedure of the House of Representatives and abuse of official authority for party purposes'.

By grossly violating the Rules of Procedure and abusing official authority for party purposes, Marinko Čavara wants to introduce a practice that initiatives whose content does not suit HDZ and SNSD are not considered by the House of Representatives at all, thereby knowingly and intentionally limiting the right of this representative to deal with issues of political and public interest, especially those issues for which parliamentary oversight is necessary.

After such conduct by Marinko Čavara, the question justifiably arises whether Marinko Čavara should continue to perform the function of a member of the Collegium of the House of Representatives,” Mehmedović stated.

At the upcoming 31st session, only Mehmedović's parliamentary initiative will be on the agenda, by which the House of Representatives of the BiH Parliamentary Assembly obliges the BiH Council of Ministers and all institutions of Bosnia and Herzegovina to respect and implement the laws of Bosnia and Herzegovina that stipulate that the employment relationship of employees in institutions of Bosnia and Herzegovina terminates by force of law when the employee reaches 65 years of age or 40 years of pensionable service, unless otherwise prescribed by a special law for certain categories of employees as of June 26, 2025. An opinion on this initiative was obtained from the Constitutional and Legal Commission of the PD PS BiH, which accepted the said initiative.

This procedure should have been carried out for all ten rejected initiatives submitted by Mehmedović, but by the will of the Collegium, this did not happen.

The opposition from RS is also considering the possible removal of Čavara, so an official initiative for Čavara's removal could be submitted by Thursday.
