
The Government of the Federation of Bosnia and Herzegovina has relieved the Secretary General of the Ministry of Labor and Social Policy, Fehim Bekan, of the ability to sign documents from this ministry, writes BH news agency Patria.
At a session held on February 25 this year, the Government adopted a decision annulling the 2011 decision, based on which Bekan signed individual acts of the Ministry.
However, insiders claim it is surprising that the Government, when revoking Bekan's powers, referred to the 2011 decision, given that former Federal Minister of Labor Vjekoslav Čamber had revoked Bekan's powers back in November last year, suspecting that Bekan was misusing the Ministry's seal and also unauthorizedly signing documents for which he had no authority.

Sources from the Ministry of Labor told Patria that Secretary Bekan deliberately hid Čamber's decision from four months ago from the Government during its last session. Had the Government known about the decision to dismiss Bekan from November 2014, it would mean that all decisions made by Bekan after November 2014 until today are invalid!
The Federation Government authorized Stjepan Buconjić on January 30 this year, an official in the Ministry, to manage the Ministry until the appointment of a new minister, after former Minister Čamber resigned.
However, Ministry Secretary Bekan refused to respect the Government's decision and took control of the Ministry on his own initiative.
The Cantonal Prosecutor's Office in Sarajevo has received a report against Bekan for such actions, but Patria's interlocutors from the Ministry claim that the Prosecutor's Office has not yet provided concrete guidance on whether and when Bekan will be prosecuted.
Bekan also does not respect Buconjić's decision on temporary suspension from work. He has filed an appeal against the decision. However, most employees expect that the Civil Service Appeals Board will not uphold Bekan's appeal and will side with the public interest.
Sources from the Ministry further state that Bekan tried to use the period until the appointment of a new minister to hire six of his own people for vacant positions in the Ministry, which annually manages about 300 million KM and depends on more than 500,000 users in the country, including disabled persons, socially vulnerable individuals, pensioners...
Slobodna Bosna published an article last November revealing several individuals in the Federal Ministry of Labor and Social Policy, or in institutions directly connected to the Ministry, who were placed in those positions by Bekan himself.
