Who is the Dean of FASTO? Cantonal Inspectorate Monitors Implementation of Imposed Measures

SARAJEVO, (Patria) - According to the official website of the Faculty of Sport and Physical Education, the dean is still Safet Kapo, even though he submitted his resignation two months ago, and Haris Alić was elected as acting dean. 

This was the epilogue of an inspection by the Cantonal Administration for Inspection Affairs of the Sarajevo Canton, during which a series of irregularities were identified and administrative measures were imposed. The higher education inspector determined that Kapo was unlawfully elected and ordered his dismissal and the election of a new dean. Kapo was fined 2,500 KM, as was the Faculty.

As previously confirmed to Patria by the Cantonal Administration for Inspection Affairs, the inspections resulted in two decisions ordering the subject of the inspection, among other things, to rectify the identified deficiencies within set deadlines, specifically:

- To align the Teaching Implementation Plan, i.e., teaching workloads for the academic year 2017/18, with the Law on Higher Education of the Sarajevo Canton and the Standards and Norms for Performing Higher Education Activities in the Sarajevo Canton, as well as the established Plans and Programs of the Faculty of Sport and Physical Education of the University of Sarajevo. To align the teaching schedule for the academic year 2017/18 with the Teaching Implementation Plan of the Faculty of Sport and Physical Education of the University of Sarajevo and to create a Dynamic Plan of needs for announcing competitions for election to academic titles under Article 103, paragraph (3) of the Law on Higher Education of the Sarajevo Canton.

The inspector also issued a Decision prohibiting Prof. Dr. Izet Rađo from participating in the teaching and research process for the course "Conditioning Preparation for Younger Age Categories" without adequate consent from the competent authority of his employer, in accordance with Article 105, paragraph 2 of the Law on Higher Education of the Sarajevo Canton.

Izet Rađo simultaneously held two positions that were in conflict with the Statute of the University of Sarajevo, serving as Vice Dean for International Cooperation and Quality Assurance at FASTO and Vice Rector for Scientific Research at the University of Sarajevo.  Following the inspection, Rađo submitted his resignation as Vice Rector of the University of Sarajevo and was dismissed at the session of the University of Sarajevo Senate on January 24, 2018.

Two months later, the Cantonal Administration confirmed to Patria that the Faculty of Sport and Physical Education of the University of Sarajevo had, in the meantime, notified the competent inspection authority by submitting documentation about the implementation of the imposed administrative measures, which will monitor their execution ex officio.
