Cloning civil servants: Samir Rizvo multiple assistant minister

How is work done in the Ministry of Security of BiH? Unfortunately, there is all sorts of things, from illegal avoidance of appointments and vacant management positions, to numerous well-paid jobs.

The long-time trade union leader of the BiH Border Police, Svevlad Hoffmann, requested written answers to the following questions under the Law on Free Access to Information:

“Why did the Ministry of Security of BiH, after the departure of the senior civil servant, Assistant Minister Vjekoslav Vuković, who was employed in the Sector for Combating Terrorism, Corruption, War Crimes and Abuse of Narcotics until then, not act in accordance with Articles 19 and 20 of the Law on Civil Service in Institutions of BiH and legally fill the vacant position.”

On the contrary, by a decision dated April 25, 2016, Samir Rizvo, Assistant Minister for International Relations and European Integration, was granted authority to sign off on acts within the jurisdiction of the Sector for Combating Terrorism, Corruption, War Crimes and Abuse of Narcotics. This practically assigned him a management position in this extremely important sector of the Ministry of Security. Samir Rizvo received compensation for the given authority in the form of numerous monetary incentives all along.

The question also arises as to who this management position in the Ministry of Security was and is being kept for?

To make the absurdity complete, Samir Rizvo also serves as the President of the Committee for Police Officers' Appeals, which also carries monetary compensation. He is also a member of the Commission for Resolving Appeals in the Security Clearance Procedure, again with monetary compensation. He is also a member of numerous commissions-committees, such as the Commission for the Admission of Cadets to the BiH Border Police. And for this, he receives monetary compensation. There are also numerous disciplinary commissions in which Rizvo is a frequent presence.

Therefore, the question is how does the multiple assistant minister manage to do all this during working hours?

“I demand an answer as to whether this treatment of Samir Rizvo constitutes discrimination against other civil servants of the Ministry of Security of BiH, who are denied access in all aspects of personnel policy. And especially vacant positions, such as this one in the Sector for Combating Terrorism, which is contrary to the Law on Civil Service in Institutions of Bosnia and Herzegovina,” Svevlad Hoffmann asked the competent authorities from the Ministry of Security of BiH.
