
Safet Kešo, a member of the PFBiH Election and Appointment Commission, was very clear in his statement to the media, stating that only one thing was problematic today, and that was the sixth candidate proposed by the HDZ, who was supposed to be from the 'others' category, reports the news agency Patria.
Kešo confirmed that the Collegium session established that there are four Serb ministers and that they discussed Zora Dujmović from HDZ BiH.
- One Bosniak seat should have been allocated to someone from the 'others' category, but this seat was filled by a minister from the Serb people. The minister we discussed today comes from the HDZ, and that is a fact - said Kešo.
Media reports about a lack of Bosniaks are unfounded, as there is nothing problematic in that regard. One seat was allocated to a candidate from the 'others' category, which was not respected in this candidate ratio.
Otherwise, the Government of the Federation of BiH will not be formed for some time, as Čović reneged on the agreement with Izetbegović and Komšić.
It would be unconstitutional for SDA or DF to participate in forming such a Government outside the quotas prescribed by the Constitution, a source from the top of SDA told the Patria news agency.
The Constitution of the Federation of BiH specifies that the Government of FBiH has eight Bosniak, five Croat, and three Serb ministerial positions, with the possibility of one position from the majority nation's quota being excluded and given to a member from the 'others' category.
During the political negotiations between Dragan Čović, Bakir Izetbegović, and Željko Komšić, when all parties abandoned some of their maximalist demands, a compromise solution was reached: SDA would have six Bosniak ministers (plus a Bosniak Prime Minister), DF would have three Serb and one Bosniak minister, while HDZ would undertake to appoint five cadres from the Croat people and one from the 'others' category for its six ministerial positions.
However, at today's session, HDZ's candidate for Minister of Culture and Sports, Zora Dujmović, insisted, on direct orders from Čović, to declare herself as Serb, not from the 'others' category, despite everyone trying to persuade her to do so in order to unblock the confirmation of the new Government.
If Dujmović had declared herself as from the 'others' category, two sessions of the House of Representatives would have had to be held, as the Prime Minister appoints someone from the 'others' category, and then the representatives confirm it in a second session.
Thus, due to Čović's political game, the Government of FBiH now has one Serb too many, and he promised exactly that to his partner and friend Milorad Dodik.
