Kemal Klačar Realised a Boyhood Dream: Opened a Hair Salon and Hired New Workers

By opening the hair and beauty salon Capelli (Hair) at Kobilja Glava 22 in Vogošća, Kemal Klačar realised a boyhood dream. This 28-year-old with extensive work experience behind him says he started working immediately after finishing hairdressing school, in order to gain the necessary experience, knowledge and skills.

- The desire for improvement took me to Norway where, working in local salons, I carefully observed the organisation of work, fashion trends in this field and saved every mark for the realisation of my dream - Klačar recounts.

And although it seemed that everything was going according to a carefully devised plan, at one point he found himself on the records of the Vogošća Employment Bureau. Fortunately, if one can say that for those who are unemployed, at the right moment. The Employment Service of Sarajevo Canton had just announced a public call for the Self-Employment Co-financing Programme and "the cards fell into place".

Thanks to the programme, the Capelli salon was opened, which in a short time stood out for its youthfulness, professionalism, innovation, and excellent cooperation with clients.

For modern lines and techniques of cutting and dyeing in the most original form, as well as top-notch cosmetic services, besides Klačar, his employees Naida Hadžiabdagić, a hairdresser, and Naida Aganović, a beautician, are also responsible.

Like their employer, they too were on the bureau's records, and they got jobs at the Capelli salon thanks to the Federal Employment Institute's programme "Voucher for Employment", implemented by the Employment Service of Sarajevo Canton. Klačar proudly highlights the skills and creativity of his employees.

Although there are 1,526 hairdressers and 177 beauticians on the unemployment register in Sarajevo Canton, the owner of the Capelli salon barely found workers. The problem arose where he least expected it, because despite the large number of unemployed, it turned out that he could not easily find quality workers. He also called on the Service, which mediated and contacted unemployed individuals. Only two people came for a job interview. The others contacted Klačar by phone.

- Unemployed persons were not satisfied with the working hours, distance, some again had no work experience. Perhaps unemployed persons have had bad experiences, perhaps they are poorly paid, I don't know, it's not for me to judge, but as hard as it is for the unemployed to find a job, it is just as hard for us employers to find a good worker - says Klačar.

The pleasant atmosphere of the salon is complemented by the charm of the employees. Together they say they are on average 21 years old, but their skills and creativity will fulfil every visitor's wish. Even more, because the Capelli salon is one of the few in Sarajevo that offers old hairdressing techniques - threading eyebrows, removing excess hair with fire, as well as the latest hit, so-called crazy hair colours.
