How to relieve the capacity of the detention unit of the KPZ in the Court building

Mario Nenadić, Minister of Justice and Administration of Sarajevo Canton, and Irena Zima, Assistant Minister for Justice and Enforcement of Sanctions and Measures, attended a meeting today organized by the Federal Ministry of Justice to consider the possibilities of improving the capacity of the detention unit of the semi-open type Penitentiary Institution Sarajevo.

Other issues and problems faced by judicial bodies in the Federation of Bosnia and Herzegovina were also discussed.

Mato Jozić, Federal Minister of Justice, informed the attendees about the activities that this ministry plans to undertake to relieve the capacity of the detention unit located in the Court building.

These primarily relate to providing the necessary documentation for the implementation of the project for the extension and reconstruction of the existing KPZ facility, Igman department, as well as the necessary funds for this project. The goal is to ensure sufficient detention capacities in accordance with the requirements of the standards in this area, it was emphasized.

Minister Nenadić stated that during this meeting, some of the open issues concerning the functioning of the judiciary in the Federation of BiH and Sarajevo Canton were also discussed, especially the issues of improving the legal framework, considering the need to adopt and harmonize a number of regulations in the field of criminal legislation. He emphasized the necessity of developing cooperation with the ministries of justice at all levels, and especially with the High Judicial and Prosecutorial Council of BiH, in order for the initiated judicial reform to yield the expected results.

He informed the meeting participants that there are no unfulfilled obligations of Sarajevo Canton and the Ministry of Justice and Administration regarding the functioning of the detention system.

The President of the Municipal Court in Sarajevo, Janja Jovanović, pointed out on this occasion that the judiciary should be relieved of certain tasks imposed by the adoption of new regulations, as well as urgent amendments to the Law on Misdemeanors and the Law on Enforcement Procedure concerning the procedure for forced collection. The need to connect the electronic land registry databases with the Ministry of Internal Affairs and notaries as court trustees as soon as possible was also highlighted, in order to achieve a higher degree of efficiency in their work.

"The dynamics and concrete steps of future cooperation between the competent ministries were agreed upon, aimed at both the realization of the project to expand the capacity of KPZ Sarajevo and the drafting of necessary amendments to laws in the field of justice, as well as the coordination of other joint issues and activities," stated Minister Nenadić after the meeting.
