HOW WILL THE SESSIONS OF THE KS ASSEMBLY PROCEED: What if one deputy of the new majority does not show up

SARAJEVO, (Patria) – After more than a month of blockade and lack of quorum for the work of the KS Assembly, the continuations of the 18th and 19th sessions have been scheduled for Thursday, January 23. 

According to the agreement between the old and new majority in the KS Assembly, the sessions will be led by Smiljana Viteškić, authorized by the Chairperson Danijela Kristić. The first session will begin at half past nine, and the agenda includes determining the date of the session regarding the proposal to vote no confidence in the KS Government. Although the date is already known (January 29), deputies will officially adopt this date on Thursday. During the continuation of the session, the Decision on the election of Mirza Čelik to the leadership of the KS Assembly instead of Elmedin Konaković will also be voted on. 

At the 19th session, the agenda includes the Proposal for a Decision on the temporary financing of the needs of the Sarajevo Canton for the period from January 1 to March 31, 2020, the Proposal for a Decision on giving consent to the Decision on the temporary financing of the Health Insurance Institute of the Sarajevo Canton for the period from January 1, 2020 to March 31, 2020, and the Proposal for a Decision on giving consent to the Decision on the temporary financing of the needs of the Public Institution “Employment Service of the Sarajevo Canton” Sarajevo for the period from January 1 to March 31, 2020.

The session scheduled for January 29 will be chaired by Kristić until the vote of no confidence in the Government. If there is support for the removal of the KS Government, then the leadership of the Assembly – Kristić, Čelik, Viteškić, and Vibor Handžić – will elect a chairperson from the new assembly majority among themselves. This could be either Čelik or Viteškić.

To pass a decision in the KS Assembly, 18 deputies are needed. The new assembly majority consisting of SDA (10), SBB (4), DF (3), and BOSS (1) has 18 deputies. Narod i pravda has six, Naša stranka four, SDP BiH three, NBL one, while the independent or non-affiliated deputies are Damir Marjanović, Damir Nikšić, and Jasna Duraković. It is enough for just one deputy of the new majority not to show up for the session, and the vote of no confidence in the KS Government will not pass. However, given that the current KS Assembly is full of surprises, a different outcome of events can also be expected.
