When words fade, Dodik (sur)vives: Swore to defend the state and order with their lives, yet were disturbed by the shouts of an absconding politician!

"I solemnly declare that in my work I will abide by the Constitution and laws of BiH, that I will perform the duties and obligations of a police officer conscientiously and responsibly, that I will use all my strength to protect the rights, freedoms, and security of all citizens, and that I will perform the duties and tasks of a police officer responsibly, even in cases where the performance of these duties and tasks endangers my life. I am a police officer of Bosnia and Herzegovina."

Using Milorad Dodik as an example, that oath has been put to the test. The behavior of key actors in the judiciary and security structures does not convey an impression of courage and legality, but rather of fear, political calculation, and quiet deals, all of which undermine the rule of law.

Dodik, the president of the Republika Srpska entity, is still free today. Not only that, but he is becoming louder and more brutal every day. Today, he insulted Bosnia and Herzegovina again, calling it a "senseless country." The country he simultaneously uses to cover a debt of 110 million KM, created by the incapable political elite of the entity he presides over.

And where are the institutions that should sanction him? Where is SIPA? Where is the BiH Prosecutor's Office? Where is the BiH Court?

Unfortunately, the public perception, and unfortunately the practice, remains that the judiciary and security agencies are susceptible to political influences. When there is political pressure "from above" not to touch someone, it is difficult to expect action – unless there is external, international pressure. This dangerous status quo allows the loudest opponents of the state not only to survive but to dominate.

Even more dangerous is that no one from SIPA itself speaks publicly about these pressures. If they are not allowed to do their job, isn't that a reason to speak out? Isn't that in line with their mission – strengthening cooperation with the public and consistent implementation of the law?

The SIPA Trade Union recently reacted when their members were subjected to labeling and threats, and rightly so. However, with the same voice, they should also say: why is Milorad Dodik still free? Who is blocking the law and why? If the oath is truly taken seriously, then this question must not be met with silence.

Because every day of silence turns the oath into silence. And silence, when it comes to the state, justice, and law, is not neutral. It always plays for the one who shouts the loudest. And in this case, that is Milorad Dodik.
