(Patria) - It no longer matters whether an agreement, a deal, or just mere talks were held in Bakinci. It is clear that SNSD, HDZ, and the representatives of the "Trojka" wanted to bury the state of Bosnia and Herzegovina. Of course, such observations were not accepted until the Assistant Secretary of State of the United States of America, James O'Brien, stated that the agreement from Laktaši was flawed.

Enver Išerić, a legal expert, points out that Milorad Dodik said that "BiH is built by the will of three peoples and two entities and that it is the only possible one as such. This is the basis for an agreement on any grounds at the BiH level.

"Where does it say that, Milorad? Bosnia and Herzegovina is built through and within the institutions of Bosnia and Herzegovina. There is no will of the entities there, Milorad. The entities are electoral units for certain state bodies and nothing more," Išerić emphasizes.

He further explains that, according to Article III. 5. b) of the Constitution, entities can only negotiate the transfer of additional competencies to the state of Bosnia and Herzegovina.

"(b) Within six months of the entry into force of this Constitution, the entities shall begin negotiations with a view to including other issues within the competence of the institutions of Bosnia and Herzegovina, including the use of energy resources, and joint economic projects." You see how it is written, it is not an option but an obligation of the entities!", concludes Išerić.

"As for state property and your suggestion that no one from RS mentions that term, well, that is not important at all. Whether someone uses that term or not in the RS entity, state property exists and will continue to exist. Any politician who needs someone from the outside to tell them how to love and build their own country is pathetic. Completely pathetic.

The Federation of BiH entity cannot join NATO, Milorad. Just as the RS entity cannot. Entities are not states. They are territorial units of Bosnia and Herzegovina, which must obey the Constitution and laws of the state.

I am sorry that you, all the participants of the agreement from Laktaši, are disappointed by the realization that it is untranslatable. But I am sorry because you persistently and naively create traps for yourselves and the state. Only healthy political forces will be able to make our state of Bosnia and Herzegovina efficient and prosperous, in which all citizens will be equal in rights and obligations. And that is certainly not the existing political parties that form the coalition at the state level. Everyone sees and knows that," adds Išerić.
