Is Lukač's goal to destroy the FUP Special Unit: Čampara is silent and helping him!

With the decision on the selection of candidates for employment in the Special Police Unit of the FUP based on his own discretion and arbitrariness, Dragan Lukač has caused stormy public reactions, and among political parties, only the opposition SDP BiH has reacted, which has long warned that the Independent Board of the FBiH Parliament does not exist, which opens space for Lukač for illegalities, writes Patria agency. 

Lukač removed four Bosniaks from the list who, according to the Commission, were among the top 15 candidates. These are young men of exceptional physical fitness, educated, speaking several languages, prominent athletes in their early twenties. Instead, a 35-year-old candidate, who should have already had a built career in the police and been transferred to other jobs, got a place in the Special Unit. It is unacceptable to accept a candidate of that age for special police structures. For pensioner Lukač, this was apparently not a problem, but the four young men he removed from the list were.

According to the Rulebook on the Internal Organization of the Federal Police Administration, adopted by the director with the consent of Minister Aljoša Čampara and approved by the FBiH Government, Article 64 describes the tasks of the Special Unit.

- The Special Police Unit is intended for the execution of complex and high-risk security tasks, primarily for combating terrorism, organized crime, and apprehending particularly dangerous criminals and criminal groups whose activities pose a great danger to life or threaten the destruction of material assets with severe consequences. The unit is trained to combat sabotage-terrorist groups in and out of populated areas. In its work, it provides support to the criminal police of the Federal Police Administration in apprehending individuals or groups suspected of committing criminal offenses related to terrorism, fugitives, or particularly dangerous convicts suspected of murder, robbery, burglaries, and other serious criminal offenses within the jurisdiction of the Federal Police Administration.

- It performs tasks related to resolving hostage situations, apprehending kidnappers from barricaded and occupied premises, facilities, vehicles, trains, buses, airplanes, ships, and suppressing riots and rebellions in correctional facilities and courts by persons deprived of liberty. It provides escort and security for protected persons (VIPs) if there is a serious threat to their safety, as well as in cases where the significance of escort and security is very high (first degree).

- It provides assistance to competent authorities in eliminating the consequences caused by natural disasters, other accidents, and potential crisis situations. When necessary, it provides support to cantonal ministries and other administrative bodies in performing their security duties. It monitors modern achievements in the field of special police work worldwide and proposes plans to the director of the Federal Police Administration for the creative modernization of its scope of work.

Therefore, from this detailed description, it is clear that members of the Special Unit must have special psycho-physical abilities determined through testing, extreme exertion, and the ability to acquire other special skills.

In all units worldwide, young people, top athletes, people who genuinely want and love this job, and are willing to risk their lives to protect citizens, civilians, property, and the state, are primarily recruited into such units.

In letters received by Patria's editorial office from indignant police officers, the public, and individuals close to the candidates, it is emphasized that the FUP Special Police Unit is the successor to the "BOSNA" Special Unit, or as they were popularly called, "Vikić's special forces." 

- The late Vinko Šamrlić, an Olympian, was there, as was the late Buća Rašid, a karate representative, Samir Čajić, Kemal Ademović, Mustafa Tabak, Abaz and Nijaz Čutuk, Mustafa Bukva, Bumbar, Kina, Mordo, Špico. This unit has given many martyrs and fallen soldiers. They defended BiH. And what is happening now? Lukač has come to destroy this – the letter states.

As we have already written, several candidates on Lukač's list are friends of the acting commander of the Special Unit, Mustafa Selmanović. The unit has been without a commander for almost a year. The assistant commander is missing, who is on a peacekeeping mission. Only two assistants are performing the duties. Lukač is acting as the "supreme commander" of this unit, and only he can order its use.

On the other hand, due to the existing situation that threatens to escalate, given that there is no oversight of Lukač's work, we pose the following questions:

- Is your goal to ruin the most elite police unit in BiH and nullify citizens' trust in it?
- Why did you send Dragan Vikić into retirement a few years ago, when he is younger than you and was the commander of that unit?
- Why does that unit still not have its own headquarters, but uses premises owned by the BiH Prosecutor's Office, which are more office-like than suitable for the SPJ?
- Did the Commission, during the testing for the advertisement and recruitment of candidates, follow the criteria you prescribed? What criteria or legal regulations did you follow when determining the list for employment in the Special Police Unit?
- Can you state the reasons why you removed candidates with better physical fitness and a higher number of points from the list and included candidates with fewer points?
- Can you confirm that you consulted with Aljoša Čampara before determining the list of candidates and that he also participated in compiling the list?
- Can you confirm that national affiliation of the candidate for special forces was a condition for employment in the special police unit of the Federal Police Administration, regardless of the points scored?
- If it was not stated as a condition, why then do you not respect the criteria you yourself prescribed?
- Can you confirm that no charges have ever been filed against the candidates you proposed, and they are not recorded in operational or criminal intelligence records for committing criminal offenses or misdemeanors related to disturbing public order and peace?

- Is the FUP really a "employment bureau and social work center" (You hired Laco, Rajić, Vidošević, and Repeša), or is it a place where the most capable young men should be selected for the most elite unit of the Federation of BiH, ready to protect citizens and the constitutional and legal order of BiH and FBiH?
