Report for 2014: Health Insurance Fund of Canton Sarajevo suspects misuse of funds in the General Hospital

The Health Insurance Fund of Canton Sarajevo gave a qualified opinion on the Report on the work and financial operations of the Public Institution General Hospital „Prim.dr. Abdulah Nakaš“ for 2014, but the Government of Canton Sarajevo and the Assembly of Canton Sarajevo adopted that report despite this, writes the Bosnian news agency Patria.

As stated in the Health Insurance Fund's report, the loss in 2014 was 703,574 KM and is 128.43% higher than in 2013.

- We could not determine the method of covering the loss, because the decision of the Management Board was not submitted – it is stated.

Also, the Health Insurance Fund of Canton Sarajevo allocated funds in the amount of 820,000 KM to the General Hospital for pathohistology services, but the hospital concluded the contract only in August 2014, spending 600,210 KM.

- We did not determine that the unused portion of the purposefully allocated funds for financing health services in the field of pathology and cytology was recorded, which indicates that the reported financial result is underestimated and that there is suspicion of misuse of funds.

During 2014, an MRI device and a digital X-ray device were purchased at a total value of 3,590,496 KM and were not put into operation.

- The mentioned equipment was not put into operation, which indirectly results in opportunity costs, i.e., causes lost profit due to non-use of the mentioned equipment.

The Ministry of Health of Canton Sarajevo gave a proposal to the Government of Canton Sarajevo for accepting the report, but due to the reported loss, the Hospital Management is required to propose measures to overcome the negative business results.

The Report on work for 2014 was adopted by the Supervisory Board, which recommended to the Management Board that the reported hospital loss for 2014 in the amount of 703,575 KM be covered from capital, for which a decision was made.
