Work report not adopted: Independent Board had to dismiss or suspend Zubac

At today's session of the Independent Board of the Parliamentary Assembly of Bosnia and Herzegovina (PABiH), the Proposal for the Work Report of this Board for 2014 was not adopted, writes the Patria news agency.

As we learn, three members (Bosniaks) were against the adoption of the report, while five members voted for its adoption.

Thus, the Chairman of the Independent Board, Žiko Krunić, decided that Board members should submit any possible remarks on the Proposal for the Work Report by the next session.

The problem due to which three members did not vote for the report is the case of Goran Zubac, because in that case BiH became the first in the world whose director of a police agency sat on the defendant's bench from that position. Namely, according to the law, the Independent Board was obliged to submit to the Council of Ministers a proposal for the dismissal or suspension of Goran Zubac, the director of SIPA, who was charged with negligent work in office when on February 7 last year he refused to provide assistance to the Directorate for Coordination of Police Bodies when the building of the Presidency of BiH was on fire.

Precisely, as Patria learns, the members of the Independent Board stated that the Independent Board was not up to the task, because it did not fulfill the expectations prescribed by law regarding the competencies of that body.

And now it is clear that the Independent Board was obliged by law to initiate the suspension or dismissal of Goran Zubac before the Council of Ministers.

But, the key game was played by Chairman Krunić, otherwise a friend of Zubac and the SNSD faction, and after a series of submissions to the Constitutional and Legal Commission of the PABiH, he did nothing. In any normal country, he would at the very least sit on the defendant's bench as a suspended director of a police agency.

We remind you that the court proceedings against Zubac are still ongoing before the Court of BiH, and he has no access to classified information by order of the Prosecutor's Office of BiH.

Otherwise, the Independent Board of the Parliament of BiH consists of Enes Obralija, Ilma Jusufbašić-Mehić, Adisa Begić, Nikola Džambas, Mate Miletić, Mato Jozić, Ljubomir Kuravica, Miroslav Škorić and Žiko Krunić.
