From OHR to NAP: The CEC must have the resources to carry out all preparations necessary for conducting elections!

(Patria) - The Office of the High Representative (OHR) tells the Patria News Agency that all institutions of Bosnia and Herzegovina, especially the Ministry of Finance of BiH, have a legal obligation to ensure adequate funding for elections from the BiH budget, including through temporary financing.

"Elections are the foundation of democratic governance, and the CEC must have the resources to carry out all preparations necessary for conducting elections," the OHR stated clearly.

We remind that the Ministry of Finance and Treasury of BiH, headed by Minister Vjekoslav Bevanda, has not allocated funds for special purposes, which include money for preparatory activities for the elections.

This has led to the conclusion that the financing and even the holding of the General Elections are being obstructed.

Today, the Ministry responded, stating that it is far from reality that anyone is obstructing the holding of elections, and that they, through their opinion, warned the CEC that they are obliged to comply with valid instructions in planning their expenditures during the period of temporary financing.

"And the Ministry's obligation is to warn, through its opinion, about all activities that are not in accordance with legal regulations," the statement concludes.

However, Dragan Čović himself had announced plans B or C in case electoral reform does not happen in the way he desires, and one of those plans is a boycott and the non-holding of elections!
