
(Patria) - The FBiH Government, at the proposal of the Federal Ministry of Finance, was informed today about the Quarterly Debt Report for the second quarter of this year (Q2/2025).
According to this report, the total debt managed by the Federal Ministry of Finance as of 30.6.2025. amounted to KM 6,415,480,670 and is nominally KM 25,802,585 lower than the debt in the previous quarter.
The adopted conclusion tasks the Federal Ministry of Finance to publish the Q2/2025 Quarterly Debt Report on the website of the Federal Ministry of Finance, and the General Secretariat of the FBiH Government to forward the Q2/2025 Quarterly Debt Report to the FBiH Parliament for information.
Incidentally, among other things, the report states that the external debt managed by the Federal Ministry of Finance is debt incurred in accordance with the Law on Debt, Borrowing and Guarantees in the Federation of Bosnia and Herzegovina, and includes the direct external debt of the Federation of BiH and the external debt contracted by the Federation of BiH for subsidiary lending to end-users (financial institutions, public companies, cantons and local communities), i.e., relevant debt.
Positive Result
At the proposal of the Federal Ministry of Finance, the Government of the Federation of Bosnia and Herzegovina was informed about the Consolidated Report on the Execution of the Budget of the Federation of Bosnia and Herzegovina, the Cantons of the Federation of BiH, the Municipalities of the Federation of BiH, and the Financial Plans of the Extra-budgetary Funds of the FBiH for the period January-June 2025.
For the period January - June 2025, all levels of government in the Federation of Bosnia and Herzegovina achieved a positive financial result in the amount of KM 624.6 million.
In the same period last year, a positive financial result of KM 403 million was also achieved.
Looking individually, each level of government in the Federation of BiH achieved a positive financial result in the reporting period, namely: the Federation of Bosnia and Herzegovina KM 232.9 million, the cantons KM 134.4 million, and the municipalities KM 187.2 million, and the extra-budgetary funds of the Federation of BiH KM 70.1 million.
Fair Trial
The Government of the Federation of BiH, at the proposal of the Federal Ministry of Justice, adopted the Draft Law on the Protection of the Right to a Fair Trial within a Reasonable Time and sent it to the parliamentary procedure.
This law prescribes the manner, conditions, and procedure for protecting the right to a fair trial within a reasonable time in court proceedings conducted before competent courts and prosecutor's offices in investigation proceedings in the Federation of BiH.
The purpose of this law is to prevent the violation of the right to a fair trial within a reasonable time, to provide judicial protection in case of violation of that right, and adequate compensation for the violation of the right.
The draft law consists of four chapters that define the procedure for realizing the right to a fair trial within a reasonable time before the courts in the Federation of BiH.
Provisions are established that prescribe the request for the protection of the right to a fair trial within a reasonable time, as well as the request for payment of adequate compensation due to the violation of the right to a fair trial within a reasonable time, and the payment of this compensation.
Among the reasons for adopting this regulation, it is stated that in order to resolve the problem of excessively long court proceedings in the member states of the Council of Europe, the Committee of Ministers of the Council of Europe issued a Recommendation on effective legal remedies for excessively long proceedings.
It was also recommended to take the necessary steps to ensure the existence of effective legal remedies for all disputed claims of violation of the right to a fair trial within a reasonable time.
It was emphasized that this law follows the positions established in the decisions of the Constitutional Court of BiH, and the relevant practice and standards established in the judgments of the European Court of Human Rights, regarding the right to a fair trial within a reasonable time and the right to an effective legal remedy.
The proposer points out that, in accordance with the above, there is an urgent need to undertake activities aimed at defining, i.e., establishing an effective legal remedy in relation to the right to a fair trial within a reasonable time, through the legislative framework, as well as the payment of adequate compensation.
The explanation also emphasizes that this law provides a clear, effective, and economical legislative framework that ensures a preventive legal remedy mechanism.
It was also stated that this legal solution, in draft form, was adopted last year at the sessions of the House of Representatives and the House of Peoples of the Parliament of the Federation of BiH.
In accordance with the conclusions of these two houses of the FBiH Parliament, a three-month public debate was also conducted.
Landslide Remediation
The Government of the Federation of BiH, at the proposal of the Federal Ministry of Energy, Mining and Industry, adopted the Decision on approving the allocation of funds from the Current Reserve of the Government of the Federation of the Budget of the Federation of BiH for 2025 to this ministry in the amount of KM 800,000.
These funds are approved for the economic entity RU "Kreka" d.o.o. - Tuzla to support activities carried out on the remediation of landslides in the southeastern part of the "Zapad" external landfill, Dubrave Operation.
The Federal Ministry of Finance and the Federal Ministry of Energy, Mining and Industry are tasked with implementing this decision, each within their jurisdiction.
This decision enters into force the day after its publication in the Official Gazette of the Federation of BiH.
Personnel Decisions
The Government of the Federation of BiH adopted a Decision appointing Ivana Prvulović as the Director of the Federal Administration for Inspection Affairs, following the completion of the Public Competition conducted by the Civil Service Agency of the Federation of BiH.
Also, the Federal Government, after the completed competition procedure of the Civil Service Agency of the Federation of BiH, adopted a Decision at today's session appointing Hajrudin Ćuprija as the Director of the Archives of the Federation.
