
(Patria) - After the 72-hour deadline for initiating vital entity interest passed, the Conclusion of the BiH Presidency, proposed by Presidency member Denis Bećirović, came into effect, condemning the unlawful actions of the authorities of the RS entity.
The Chairperson of the BiH Presidency, Željka Cvijanović, did not declare the adopted Conclusion destructive to vital entity interest. Thus, the Conclusion came into effect.
We remind you that at the 23rd regular session of the BiH Presidency, held on June 4, 2025, in the second round of voting, the Conclusion proposed by Bećirović on the unlawful actions of the authorities of the RS entity regarding the visit of the Minister of State for Europe and Climate in the Federal Ministry of Foreign Affairs of the Federal Republic of Germany, Anna Lührmann, to Bosnia and Herzegovina was adopted.
In the adopted Conclusion, the BiH Presidency stated:
"1. The Presidency of Bosnia and Herzegovina thanks the Federal Republic of Germany for all its support, assistance, and cooperation to date. It also expresses its readiness to continue developing the best possible economic, political, educational, cultural, and other relations between Bosnia and Herzegovina and the Federal Republic of Germany in the future.
The BiH Presidency assesses that the Federal Republic of Germany is one of Bosnia and Herzegovina's key foreign trade partners and that the strategic interest of our country is friendly and comprehensive cooperation between Bosnia and Herzegovina and the Federal Republic of Germany;
2. The BiH Presidency condemns and considers the unconstitutional, unlawful actions of the Government of the Republika Srpska entity and the president of that entity, Milorad Dodik, towards the Minister of State for Europe and Climate in the Federal Ministry of Foreign Affairs of the Federal Republic of Germany, Anna Lührmann, as inadmissible.
This refers to unlawful actions by which Minister Lührmann was declared an undesirable person (persona non grata), which, along with the use of repressive measures, resulted in Minister Lührmann's expulsion from that entity and the restriction of her movement;
3. The BiH Presidency notes that, according to the Constitution and laws of Bosnia and Herzegovina, conducting foreign policy is exclusively within the competence of the institutions of Bosnia and Herzegovina (Art. III 1. a.), specifically the BiH Presidency (Art. V 3. a.), and that entities do not have the competence to undertake any measures and activities in the area of foreign policy;
4. This conclusion comes into effect on the date of its adoption and will be published in the 'Official Gazette of Bosnia and Herzegovina'."
The adopted Conclusion of the BiH Presidency represents an important message condemning the unconstitutional activities of the RS entity leadership and emphasizing the importance of continuing good cooperation with the Federal Republic of Germany, as announced by Bećirović's Cabinet.
