One of 14 priorities fulfilled: European amendments to the Public Procurement Law adopted

SARAJEVO, (Patria) - The Council of Ministers of Bosnia and Herzegovina unanimously adopted the Proposal for the Law on Amendments to the Public Procurement Law, which does not contain a chapter on inspection supervision.

In this way, gradual harmonization with the directives of the European Union in this area is being carried out, fulfilling one of the 14 priorities from the Opinion of the European Commission.

The proposed law, prepared by the Public Procurement Agency, modernizes the public procurement system in BiH and enables the publication of procurement plans, as well as the basic elements of contract execution in one place, within the Public Procurement Portal, making public procurement more transparent and facilitating their monitoring. 

At the same time, the amendments to the Law introduce, among other things, better anti-corruption provisions and model conflict of interest according to EU standards, and standardize the institute of preliminary market review conducted by contracting authorities for the purpose of preparing procurement and informing economic operators about their plans and requirements related to procurement.

Given that it contains the EI mark, as a kind of confirmation of compliance with the relevant regulations of the European Union, the proposed law will be submitted to the Parliamentary Assembly of BiH for consideration under an expedited procedure.
