The coalition at the state level functions "perfectly". But only when it is necessary to fulfill the megalomaniacal and blackmailing demands of Milorad Dodik.
Thus, at an extraordinary session of the Council of Ministers, additional funds (30 million KM) were approved for the purchase of a building worth a total of 100 million. And for this reason, an urgent session is being convened. There is no urgent session when it is necessary to help municipalities affected by floods and when a day of mourning should be declared for the 26 victims in Donja Jablanica and other municipalities.
There is no extraordinary session even when Dodik attacks the constitutional order of the state through the National Assembly by introducing the unconstitutional coat of arms of Nemanjić and the Serbian anthem "Bože pravde". You ("leaders" of the troika) agreed that Dodik's man would be the chief negotiator with the European Union, despite the existence of the Directorate for European Integration and its director. And the responsibilities of this directorate are "The Directorate for European Integration is a permanent, independent and expert body of the Council of Ministers of Bosnia and Herzegovina, responsible for coordinating the processes and activities of institutions arising from the integration of Bosnia and Herzegovina into the European Union."
Therefore, by appointing someone as a negotiator outside the Directorate, you are introducing parallelism of action, even if a Bosniak were appointed as the negotiator.
Isn't there enough parallelism with the infamous Coordination Mechanism?
Dodik is asking for this negotiation position in order to obstruct processes and condition the EU, and weaken the state. And he justifies this demand by saying that the Croats "received" the Chairman of the Council of Ministers, and the Bosniaks the Minister of Foreign Affairs. A truly "logical" and strong argument. And the fact that Bosniaks agreed to parity in the Council of Ministers is not important. It is normal, even if it is not in accordance with the Constitution of Bosnia and Herzegovina. At the Federation level, you have shown complete failure as a coalition.
Forty days after the floods, your railway line is hanging in the air and you are unable to repair it. Isn't that a shame? Yes, it is a great shame. And let the economy fall to its knees. You have lied to pensioners again, and instead of 200 KM in aid for the most vulnerable, you will provide 100 KM. I don't know if your closest associates and advisors convey the "opinion" of the people to you!?
Are you aware that this cannot go on like this anymore? Are you following what is happening with the National and University Library of Bosnia and Herzegovina and what academics and university professors are writing and saying about it? Are you really aware of the importance of this and other cultural institutions for our country.
I know, the previous government did not solve their status either. And they should have. But you are not solving it either. Can your "ultimatum" at least be that? And that is constitutional and legal – to secure funds for cultural institutions of Bosnia and Herzegovina in the Budget of Bosnia and Herzegovina.
But no, you and those before you are unable to do that. You don't know how to issue ultimatums. You only know how to accept ultimatums. And one more very important thing, you must urgently ensure that the composition of employees in public services in the entities is in accordance with the 1991 census, as the constitutions stipulate. You must take urgent action.
And if you cannot do these three or four key things, I suggest you resign. And remember that it is not a shame. It is an act of patriotism, because by doing so, you are saving the country.
