Regarding yesterday's announcements and today's lack of quorum in the House of Peoples of BiH, High Representative Valentin Inzko stated that he expects all parties to respect the institutions of Bosnia and Herzegovina, the OHR announced, reports the BiH news agency Patria.
- Parties must ensure the unhindered operation of institutions, in this case, the unhindered operation of the House of Peoples, as well as decision-making in the House of Peoples. Any activities that could block the institutions of Bosnia and Herzegovina and prevent the functioning of Parliament are not constructive and are unacceptable. Such activities represent a serious step in the wrong direction.
There have been such attempts in the past, and the OHR's stance has always been the same. The House of Peoples, which – I emphasize – is a Dayton institution, must be able to fully fulfill its mandate prescribed by the Constitution of Bosnia and Herzegovina.
Parties and representatives should resolve political issues through regular participation in parliamentary processes. Parliament is precisely the right place where solutions to problems must and can be sought.
Therefore, I appeal to the representatives to fulfill their mandate and enable the House of Peoples to work normally and unhindered. This is in the interest of the institutions, and above all in the interest of the citizens who have given their trust and support to the representatives – for the functioning of institutions and for work within those institutions – Inzko said.
