Inspection Controlled Polyclinic "Al Tawil", Irregularities Noted with Prices and Equipment

SARAJEVO, (Patria) – Inspectors of the Cantonal Administration for Inspection Affairs conducted a supervision at the Private Health Institution Polyclinic "Al Tawil" after receiving anonymous reports listing a series of alleged irregularities in the polyclinic's operations. 

From the Cantonal Administration for Inspection Affairs, they confirmed for the Patria News Agency that a team supervision was carried out and inspection procedures were initiated by the market-tourism, health, and labor inspectors, who verified the allegations of illegal operations of that institution in the mentioned segments of supervision. We recall that the anonymous report, sent to the addresses of several competent, as well as police and judicial institutions, stated that prices and payments are manipulated, so if you pay in cash, you get a discount on services, and if you pay by card, there is no discount. 

"The market-tourism inspector determined that the subject of supervision has three fiscal devices through which the obligor issues receipts printed on the fiscal device. The established irregularity within the competence of the market-tourism inspector relates to the violation of the provisions of Article 2, paragraph 3 of the Law on Price Control ('Official Gazette of F BiH', numbers 2/95, 70/08), according to which companies and individuals, in conditions of free price formation, are obliged to establish regulations on the method of price formation and adhere to those prices. For this reason, the acting inspector acted by issuing monetary sanctions prescribed by Article 17 of that law," states the Inspection. 

One of the allegations from the report also concerned irregularities in employment contracts. 

"The labor inspector was presented with employment contracts, applications for mandatory insurance for all employees, as well as evidence that the latest contributions with workers' salaries were paid within legal deadlines. As it was determined that the record of working hours of workers was not kept up-to-date in 2020, the labor inspector acted by issuing misdemeanor sanctions due to the employer's actions contrary to Article 43 of the Labor Law ('Official Gazette of FBiH', numbers 26/16 and 89/18)," states the inspection. 

Also, a health-inspection supervision was carried out, which resulted in the adoption of administrative measures whose deadlines for execution are still ongoing. 

As Patria learns, irregularities were noted on anesthesia machines and work is being done to eliminate these irregularities. Anesthesia machines are key devices during surgical procedures and complex methods of diagnostics and treatment, and professional handling and correctness are basic conditions for the safe use of these machines and their application on patients. 

The anonymous report also includes a request to conduct supervision over equipment that produces ionizing radiation, for which we are still waiting for responses from the competent institutions.
