Inspection finds illegality in management appointments at UKC Tuzla, responsible parties remain silent

After the federal inspection found a series of illegalities in the appointment of the management of UKC Tuzla, the Ministry of Health is silent, and parties of the majority are not available for comment. The Management Board, the director, and his deputy are questionable. The opposition in TK warned from the beginning that the law was being violated by bringing in people without adequate diplomas and outside the legally prescribed conditions.

- All know that the director obtained his academic title from an unaccredited university, he appointed a deputy director who does not meet the requirements, and all this is rounded off by the fact that the Management Board was not appointed according to the Law on Health Protection because there are no representatives from FBiH, which is a co-owner of UKC. The majority in the assembly rejected all our initiatives to return UKC Tuzla to lawful operations, told us cantonal representative of DF, Boris Krešić.

The finding of the Federal Inspection determined that at the time of the supervision, the consent of the Federal Ministry of Health for the appointment of the acting director was not presented, as stipulated by law. Upon reviewing the file of the Assistant Director for Medical Affairs, Bahrudin Hadžiefendić, the inspector determined that he does not meet the conditions for performing the duties and work tasks as defined by the general acts of the supervised entity; he does not have a completed specialization, nor five years of work experience after passing the specialization exam. The director is unreachable, and his deputy does not intend to resign.

- Why should I? I was not appointed, I am acting, Hadžiefendić told us.

It is interesting that Hadžiefendić blames the inspectors for referring to the Statute that is still in force, because, as he admits, the new one has not been harmonized between TK and FBiH.
The President of the Assembly of TK, Slađan Ilić from SDP, did not wish to comment as he is not familiar with the inspection findings. We received the same answer from PDA from Senad Alić, a member of the assembly collegium. We also did not get an answer to the question of what they will do if they are convinced that the inspection has established illegalities.

- We will do what the club decides. Everything else you are talking about is in vain, Alić told us.

The Vice-President of Our Party, Mirsad Čamdžić, also claims that he is not familiar with the inspection findings. He did not want to talk about principles either, because the members of the Sarajevo troika do one thing and say another in Sarajevo, and seem to do something else in TK.

We called the relevant minister, Božo Jurić, and sent him messages, which he saw, but he did not respond.

- We expect nothing from the minister who is easing epidemiological measures, even though he himself presented us with data that November was the month with the highest mortality from coronavirus in the TK region, said Krešić.

The authorities in TK seem to be waiting to legalize the appointments through a new Statute, but they need the consent of the Federal Ministry of Health.
