Appointments, Commissions, Boards: Sijerčić Following in the Footsteps of Novalić's Advisors, Is There an End to the Functions?

The Health Insurance and Reinsurance Institute of the FBiH, which among other things is responsible for the procurement of cytostatics, of which there are currently almost none, has had a Management Board in a technical mandate for some time, writes the Patria news agency.

One of the members of the Institute's Management Board from the Bosnian-Podrinje Canton, Emir Sijerčić, confirmed that they are working in a technical mandate.

- I am not sure about the exact date, but it seems to me that the Management Board has been in a technical mandate for more than a year now – said Sijerčić.

He pointed out that he reapplied for the competition conducted in BPK Goražde, but the process has not yet been completed, i.e., the Government has not yet made a decision.

It is interesting that Sijerčić, in addition to this, also performs a number of other functions, which he himself confirmed.

Some sources from Goražde told Patria that Sijerčić is considered a "jack-of-all-trades" in Goražde, who has found himself on various commissions, management boards, the Football Association, and is close to the SDA.

When asked whether he also performs the job of the head of the office of the Prime Minister of BPK, Sijerčić says:

- I am not authorized to perform the duties of the head of the Prime Minister's office because that position is not filled in the Office, but I perform part of those duties as the Secretary of the Government without compensation. I emphasize that only the Prime Minister, the Secretary of the Government, and the technical secretary are employed in the Prime Minister's Office – emphasized Sijerčić.

Sijerčić thus confirmed that he is a member of the Commission for Supervision and Control of Notary Offices appointed by the Federal Ministry of Justice (without compensation), President of the Concession Commission of BPK Goražde appointed by the Ministry of Economy of BPK Goražde (compensation 120 KM monthly), Coordinator for EU Integration and member of the Commission for EU BiH (without compensation), Coordinator for the Fight against Corruption in BPK Goražde.

Sijerčić was previously an instructor for public procurement at the Public Procurement Agency.

I was once a certified public procurement trainer, but I did not renew the certificate – says Sijerčić.

He is a member of the Disciplinary Commission of the Federal Football Association, but he gave a very interesting comment on that engagement.

That has nothing to do with my professional engagement, and I do it more out of a hobby and love for football – says Sijerčić.

Emir Sijerčić, after demobilization in 1996, was immediately employed in the administrative bodies of the Bosnian-Podrinje Canton Goražde in various functions. In the period 1996-1999, he performed the function of Secretary of the Ministry of Health of BPK Goražde, and in the period 1999-2001, he was the Minister of Urbanism, Spatial Planning and Environmental Protection.

Record holders by functions

The example of Emir Sijerčić is not isolated. The practice of one person performing several functions is also present in the office of the Prime Minister of the Federal Government, Fadil Novalić. His advisor Amra Đendušić was appointed to the Anti-Corruption Team, headed by Novalić's advisor Suvad Osmanagić. Osmanagić is also the coordinator for solving the problems of companies in difficulty.

Đendušić has been appointed to numerous commissions either as president or as a member, including, among others, the Commission for the Selection and Appointment of Members of Supervisory Boards in Companies with State Capital where the FBiH Government exercises jurisdiction (president), the Commission for Announcing a Public Call for the Selection and Nomination for the Appointment of Members of Supervisory Boards in Companies with State Capital where the FBiH Government exercises jurisdiction (president), the Working Group for Drafting a Working Version of the Law on Civil Service of the FBiH and the Law on Employees in State Administration Bodies in the FBiH (president). The Commission for the Selection of Directors, Members of the Management Board and Members of the Supervisory Board of the Institute for Medical Assessment of Health Status (member)... Đendušić is also authorized to represent the FBiH Government at company assemblies.
